Ningxia Practical Rural Talent Cultivation Current Situation And Suggestions For Solutions

Talent is an important resource for economic and social development,and has been significantly emphasized by all governments.In such context,in order to expand rural practical talents and provide strong supports for local economic development,China has also gradually strengthened the cultivation of rural practical talents through various means.At present,it is urgent for local governments to develop rural practical talent policies that better suit to realistic conditions,and to cultivate massive high-quality talents with strong skills for the socialist modernization,by improving and refining rural practical talent policy principle,system and technology.Ningxia Hui Autonomous Region is relatively slow in urbanization and new rural construction progress.During the transformation process of urbanization,the emphasized cultivation of rural practical talents plays a significant role in achieving the urbanization of rural areas and the socialist modernization.Therefore,through the construction of rural practical talent development and research,,a set of scientific,standardized and feasible mechanism for rural practical talent development and cultivation will be established,in order to fully tap the rural rich labor resources in villages and transform them into excellent rural practical talent resources through scientific and effective cultivation,providing strong technological supports for the socialist new rural construction.In this paper,guided by the scientific theory,combined with investigation practice,fully aware of ningxia rural practical problems existing in the process of personnel training,deeply analyze the cause of the problem,puts forward the train of thought to solve the problem in the study.First,it finds out the current situation of rural practical talent cultivation.Extreme imbalance of the practical talents distribution in the geographical,the most young and middle-aged rural practical talent,the proportion of women is relatively small,and production experts,management experts,less across rural practical talent widespread low degree,less educated,the phenomenon of personnel overall quality is low,the rural practical talent on the success way is single,rely mainly on agricultural technology popularization institutions of training can accept the agricultural colleges and universities training are few and far between.Through the field investigation and visit,this paper provides comprehensive scientific basis for the thorough analysis of the cultivation of rural practical talents.Second,it refers to relevant policies issued by the nation,leader speeches and theoretical literatures to study relevant definitions of rural practical talents;Third,it expounds the current situation of rural practical talent cultivation in China,explores the drawbacks in the current rural practical talent team construction of Ningxia,and analyzes causes of problems.Finally,discusses the problems of rural practical talent cultivation and draw lessons from the successful experience of domestic practical talents,put forward the following scientific and standardized rural practical talent cultivation countermeasure and the suggestion.First is accelerate the legislation of rural practical talent training,the second is to improve the management level of rural practical talent team construction,again is to perfect the rural practical talent team construction of the evaluation that system,the fourth is to perfect the rural practical talent team construction of education and training system,the last is to perfect the rural practical talent team construction of the incentive system.
