Research On The School Operating Conditions Policy Of Compulsory Education In Henan Province

To promote the balanced development of compulsory education,narrow the gap between the different areas of education,so can make the people enjoy the scientific and technological progress at the same time access to better quality education resources.Henan Province,after a lot of research,the government issued a "compulsory education in Henan Province school basic standards(Trial)"(hereinafter referred to as "standard")in 2011.At middle of 2016,the province’s compulsory school has achieved fruitful results,but there are still some schools have a great gap away from the school standards.The implementation of educational policy is a key area to undertake the theory of education and implementation,and it is an important bridge for the transformation of abstract spirit into practical results.Therefore,this essay takes the implementation of S city compulsory school condition policy as the research object,analyzes the attribution of the policy in the course of execution from the policy implementation level,in order to strengthen the government’s executors ability,improve the object of execution’s consciousness and construction supervision by perfecting the policy itself and many other ways to enhance the effectiveness of policy implementation,in order to complete the policy set goals.The article is divided into four parts.First of all,it summarizes the reason and research significance of the topic selection.Then literature review and summarizes the relevant literatures on the implementation of compulsory education at home and abroad,and puts forward the research ideas,research methods and core concepts.Secondly,through the questionnaire from the school set up and planning,school building,site equipment,teacher configuration four dimensions;interview from the implementation of interviews,interviews with school teachers and interviews with students in three aspects to show how "standard" implementation in S city right now,and analyze the problem exist in implementation.Thirdly,using Smith ’s policy process model to analyze the reasons for theemergence of "standard" problems,the lack of rationality of the policy itself,the lack of implementation capacity of the executor,the object of execution lack of consciousness and the implementation environment requires improvement.Finally,the paper puts forward the strategy of improving the implementation efficiency of S city.The implementation of "standards" is the only way for the balanced development of compulsory education.In view of this,we need to improve the rationality of policy setting,cultivate the implementation of the mentality,adjust the implementation of the role,the establishment of cultural networks,adjust the publicity,make good use of public relations,The implementation of policy differences,improve the system of security and other aspects to enhance the "standard" implementation efficiency,and promote the comprehensive and balanced development of compulsory education.
