| Reducing the burden of school work for students in compulsory education has always been a key issue in the field of basic education in China.The heavy study burden of students not only seriously affects their physical and mental health,but also goes against the purpose of the whole compulsory education stage and hinders the development of the current basic education.In response to the call of the state,effectively lighten the burden on primary and secondary school students,for the past few years,the government of Suzhou have taken the initiative to adjust relevant policies and formulate relevant programs to reduce the burden on students,but the results in practice are not satisfactory.The policy of reducing the burden of compulsory education in Suzhou fell into a dilemma in the process of promoting.This paper focuses on the special management action of reducing the burden of students in the compulsory education stage carried out several times in Suzhou in recent years,analyze the problems found in the implementation of the policy and the corresponding measures,previously mentioned to study the "reduce the burden" policy implementation of the status quo and existing problems.This paper aims to grasp the characteristics of The Times of reducing the burden of primary and secondary school students in the urban areas of Suzhou,analyze the difficulties faced by the current policy in the process of promoting,and seek for the way of reducing the burden of students in the urban areas of Suzhou.The survey found that at present,the main overburden of primary and secondary school students lies in the excessive study in and out of school,and the burden content is more diversified,and the third-party supervision force formed by parents is rising spontaneously.At the present stage,the dilemmas of the policy promotion include: the burden reduction policies have not been promoted smoothly,the implementation effect of burden reduction policy is not ideal,the burden reduction policy is hard to resonate with parents,and the demand dilemma of the homogenization of the burden reduction policy.In addition,the main reason is that the educational governance mechanism is not perfect,the education law enforcement related superior law is not perfect,the executive program lacks individualized measures for students,contradictions between market and government in education management,public opinion influences policy implementation,lack of long-term control over policy implementationand and the scarcity of quality education resources.Through the above analysis of the difficulties and causes of the implementation of the burden reduction policy for primary and secondary school students in Suzhou,this study finally made a preliminary discussion on the path to improve the effect of burden reduction for primary and secondary school students.First of all,we should improve the policy for reducing the burden on students in compulsory education.Secondly,optimize the management process of reducing the burden on students in compulsory education.Finally,grasping the characteristics of The Times and grasping the new opportunities of burden reduction for primary and secondary school students at the present stage from the aspects of expanding the coverage of higher education,increasing the diversity of education,promoting education informatization and relying on other non-governmental forces may be the effective ways to improve the quality and efficiency of the implementation of burden reduction policies. |
