The third plenary session of the eighth central committee of the party will "perfect and develop the socialist system with Chinese characteristics and promote the modernization of the state governance system and governance capability" as the overall goal of comprehensively deepening the reform.As an important part of mass sports,the study of community sports management system and the modernization of governance ability in Dalian is not only conforming to the strategic requirements of our country in accordance with the rule of law and comprehensively deepening the reform,but also for the future of Dalian city community sports construction has an important guiding role and practical value.In this paper,through the literature review method,expert interview method,field investigation method and other research methods,collected the Dalian city community sports management related information.On the basis of summarizing the current demands of the development of community sports management in Dalian,this paper analyzes and summarizes the problems existing in the management of community sports in Dalian at the present stage by using sociology,management and economics,that is,the responsibility of the main body of community sports governance needs to be clear,The administrative state of community sports governance needs to be changed,the construction of community sports management staff to be strengthened,community sports organizations to be legalized conditions to be improved,community public sports facilities to be upgraded.Based on the theory of governance and the theory of new public management,this paper focuses on the analysis of the composition of Dalian community sports management system and the promotion path of modernization of governance ability.It is found that the composition of the community sports management system includes five parts: the subject of governance,the way of governance,the content of governance,the goal of governance and the effect of governance.The path of modernization of community sports management ability is: the main body of governance is changed from "single" diversification ",the means of governance from the" centralized "to" decentralization ",fully embodies the social sports instructor mufti faceted effect,governance from the" rule "to" rule of law "to create" one area and one product "regional brand project.In order to solve the problems existing in community sports management,to ensure the healthy,harmonious and sustainable development of community sports,an important measure to promote the modernization of community sports management ability in Dalian is put forward: clear the main responsibilities of communitysports governance,the establishment of community sports governance alliance;to promote the social sports instructor team construction process,to build a community sports human resources linkage mechanism;to reform the social sports organization legal management according to the work of the community sports workers to undertake the task,At the same time,to expand and upgrade the community sports public facilities,hierarchical classification to guide the community sports activities to carry out the project to achieve a reasonable standard of community sports governance,to promote the Dalian city community sports management capacity of modern development process to provide policy support And practice basis.
