governance,to solve the main contradiction in our society has been transformed into people's growing need to better life and unbalanced contradiction between the full development of the plays a key role.Shanghai is a national advanced unit of community sports,it has many good experiences in the innovation of community sports development model.Taking the construction of Shanghai community sports management system as the research object,it can provide demonstration and reference for the innovation of community sports governance in our country.In this paper,learn about social governance theory on the basis of the research methods of literature,questionnaire and interview and case analysis,the construction of Shanghai community sports management system of constructing the theoretical model and the present situation of research and development mode of the model.Through the establishment of community sports management evaluation index system,the structure of community sports management,analyzes the current situation and problems of Shanghai community sports management,put forward such as residential district sports and community sports management innovation mode of public management and service governance development mode reform design.The paper draws the following conclusions:(1)The theory and practice of community sports development of Shanghai city based on Shanghai city community sports management system by a community administrative organization,autonomous organization of the inhabitants(residents)-multiple subjects three subjects in the community sports service organization participation,cross network interactive multi operation management system of circulation,upper and lower.That is a departure from the embodiment of democratic governance concept,formed by the needs of community residents as a starting point,the main community administration and the community sports service as the main intermediary organization,multi subject interactive negotiation,supply of community sports public service and community sports public management planning and decision-making,and to evaluate residents as the end point,the community sports management system according to the performance evaluation of residents' satisfaction.(2)In the community sports governance,first of all,the degree of residents' participation is generally not high,and the subjectivity of the residents has not been reflected.Secondly,when facing problems,residents tend to find community administrative organizations to solve them,while the role of community sports organizations in problem negotiation is not played out.Furthermore,the responsibilities of the community administrative subjects are performed best,while the responsibilities of other governance bodies are relatively deficient.The autonomy of community sports organizations is better than that of residential district sports.Community sports public service is better than community sports public management.(3)The particularity of Shanghai city based on the construction of community,and community sports organizations in Shanghai city especially the development of the community sports fitness club,Shanghai city community sports management and two main categories,namely single street administrative management mode and the diversity of the main street leading management mode.However,the dominant role of the street is strong and weak,so that the multi subject management mode dominated by the street shows three different situations.(4)The development mode of community sports co governance in Shanghai includes the governance mode of community sports process and the governance model of community sports problems.Community sports process governance mode is a governance tool for community sports governance participants to actively participate in the process of community sports public management and service.It pays attention to whether the main body of community sports governance participates in the community sports governance and how to participate in the community sports governance.The model of community sports problem governance is a means to solve the problems encountered in the community sports public management and service.It pays attention to the way of solving problems,needs the participation of stakeholders.That is to say,stakeholders can deal with problems through dialogue,discussion,communication and negotiation.(5)The development mode of community sports autonomy in Shanghai focuses on the development mode of sports autonomy in residential areas.Sports autonomy in residential areas is a kind of community sports governance mode with smaller unit size,lower vertical demand differentiation and more common interests of residents.It is based on the perspective of “micro governance”,and the current situation of community sports in Shanghai city basically in the two levels of the street level and the neighborhood committee level.It is an innovative community sports governance model.It is a reflection of the community sports governance subsidence.It effectively bridging the governance of community sports at the grass-roots administration.The deficiency of the blind spots and the autonomy of the community sports.(6)To achieve the goal of community sports governance system in Shanghai,we need to clarify the division of functions of the governance subjects from the rule of law,guarantee the exercise of the rights of the governance subjects,and regulate the responsibility control of the governance entities.In terms of talents,three aspects are set up: setting up full-time posts for sports social workers,perfecting social sports instructor service system,and giving full play to the role of community sports volunteers.The funds,the purchase of sports public service as a fallback guarantee,to set up special fund development as development guarantee,the guarantee of government subsidies as innovation
