Study On The Construction Of Internal Governance System From The Perspective Of Modernization Of University Governance

With the advancement of the modernization of national governance system and governance capacity,the continuous deepening of governance reform in the higher education field and the need for the development of the university itself,the university has gradually changed from the traditional “management” to modern “ governance”,building a modern university system and pursuing the connotative development.Therefore,further perfecting and perfecting the internal governance system of universities has become an important issue that urgently needs to be solved in the reform of the education sector in China.It is an important measure to solve internal governance problems in universities and is an important symbol for reflecting and advancing the modernization of university governance.This study collects and collates domestic and foreign literature and information on the internal governance system of universities and the modernization of university governance,and continuously enriches the conceptual connotation and theoretical basis of the modernization of university governance and the internal governance system of universities.Through the study,it is found that while the internal governance system of the university is gradually improving and highlighting the modernization of governance capabilities,there are practical problems in the actual operation process,such as the backwardness of management concepts,weak status of the university's constitution,difficulty in realizing the operating mechanism,and imperfect evaluation system.Relevant universities at home and abroad have made a series of innovations in ideas,systems,structures,and processes according to their national conditions and their own development.They have achieved good governance results,demonstrated academic freedom,respected university regulations,and shared diverse governance.It is worth learning and drawing lessons from the common characteristics and advanced experience of democratic governance.From the perspective of the modernization of university governance,the author proposes to use the “ four-dimensional ” model of transforming the concept of running schools,perfecting institutional design,strengthening the action mechanism,and improving assessment and supervision to better construct the internalgovernance system of the university so as to balance the university Internal interests of different power subjects,the smooth operation of various affairs of the university,adhere to the "internal leadership of the party committee,the principal is responsible for teaching and democratic management," the internal governance structure,and strive to achieve an early modernization of university governance.
