One of the biggest bright spots in the process of advancing the reform of the new college entrance examination is to explore the multiple admission mechanism of "two references according to one reference".Among them,"one reference" refers to the comprehensive evaluation of the quality of the college entrance examination as an important reference.It is different from the traditional "only score" admission model with the only score as the only evaluation standard,its purpose is to help students understand and discover themselves,so as to promote students to achieve a comprehensive and personalized development.Zhejiang Province and Shanghai are the first batch of new college entrance examination areas,every move of whose reform work has become the focus of social concern.The two provinces and cities have issued enforcement advice of the comprehensive quality evaluation,which has made a systematic design for the evaluation content,evaluation procedures and so on.High schools in two provinces and cities have issued detailed rules for the implementation of themselves according to the implementation opinion.Through activities and practice,all aspects of the basic qualities of students can be observed and recorded,and through the quality of the evaluation results to comprehensively assess the development of students is an important reference for students to study and graduate.Based on the analysis of the policy texts collected in Zhejiang Province and Shanghai,this paper mainly analyzes the current situation of the implementation of the comprehensive quality evaluation from the state to the macro policies of the pilot provinces and universities and the microcosmic implementation of the microcosmic schools.Based on the present situation of the implementation of Zhejiang Province and Shanghai,some problems are analyzed,mainly from the evaluation of the quality of implicit and explicit,the decomposition of evaluation indicators and synthesis,evaluation criteria of fuzzy and accurate evaluation of the results of soft reference and hard hook and other aspects of the analysis.However the reasons for the implementation of the problem from the social credit system has not yet established,the overall quality of their own system is also imperfect and traditional evaluation ideas are the restriction to current evaluation.Finally,aiming at the above problems,some solutions and strategies are put forward from the government level,high school and university level.
