A Study On Plight Of Shared Governance Of American Public University

University governance is through a set of system and culture to coordinate the relationship between the university and all stakeholders,and to ensure the scientific decision-making of university,eventually realize the goal of the university.A reasonable structure of university governance is one of the cornerstones of modern university,and is an important guarantee of the efficient operation of university.Starting from the early colonial colleges,American colleges and universities is in charge of outside trustees.As the power of president and teachers growing,they gradually required to involve in the school management,finally formed the mode of "shared governance".Shared Governance was first presented by the American association of university professors in 1966,and has become a important governance model of most colleges and universities of the United States and it is significant to the development of American university.As an important part of American education system,public university is also deeply benefit from the shared governance,and continue to grow stronger.But with the popularization of education,the shared governance faces some challenges in under the influence of various factors inside and outside.Therefore,analysis of the shared governance plight of public university,and find out the causes of plight,we can understand the shared governance principles accurately from the opposite side.It also has positive significance to the management of colleges and universities of our country by analyzing the reasons and putting forward some effective solutions.This paper consists of an introduction and four parts:The introduction part.Introducing the selected topic origin from domestic and foreign aspects;Showing the selected topic significance from theory and practice;Defining the concept of "governance","shared governance" and "public university";Analyzing the research status at home and abroad;Elaborating the research methods and innovations of this paper.The first part.Mainly introduce the shared governance of the American public university including the content of shared governance,the main participation body and the meaning of shared governance.The second part.Analysis of the plight status of shared governance of public universityand the reasons of the plight.The plight is from the description of some of the status,and analysis of reasons is mainly from two aspects: the outside(the state government,the market,etc.)and the campus(board of trustee,president and teachers).The third part.Some solutions of the shared governance plight of public university and reference to our country.Suit the remedy to the case for reasons,and find feasible solutions from the angles such as external organization and internal stakeholders.At the same time,analysis on reference of shared governance to public universities in China mainly from the system level and spiritual level.
