A Study On Construction And Administration Of The Social Security Housing For The Faculty In Huai'an

With the marketization and socialization of the country's housing,the vast majority of urban residents solve the housing needs through the purchase of commercial housing.However,with the commercialization of the housing,the prices of the commercial housing are rising steadily.Therefore,some urban residents can't afford to buy them.In order to make the staff focus on teaching,management and service,let them own their homes,and make suggestions for the local government,the colleges and local governments should strengthen the housing security work of the staff.At home and abroad,the housing security theory has been studied systematically,comprehensively and deeply.Many scholars argue that countries should make a series of housing security system and policies to protect the basic needs of housing of the low-and middle-income families,especially the low-income families.The paper systematically expounds the theory of the housing filtering,the theory of the housing security,the theory of public goods,and analyzes the Enlightenment to our country housing security work of these theories.Internationally,a very systematic and perfect housing security system and practices have been carried out in many countries and regions.In England,a perfect legal system of the housing security has been put into effect.And the government plays a leading role in the implementation of the housing security.In the United States,by the main means of taxation,credit and finance,different policies from the supply and demand have been implemented respectively.On the one hand,enterprises have been encouraged to participate in public housing construction,on the other hand,the housing issue has been solved for many low-come families more flexibly by giving out housing vouchers.In Singapore,by the implementation of the home ownership scheme,the construction of public housing and the implementation of the central provident fund system,the housing problem of the majority of families has been settled.In Hongkong,by the construction of public housing and the implementation of the strict waiting allocation system,the living demand of about half of the residents has been met.Combining with the actual situation,the paper analyzes the main practices of these countries and regions and the reference function and practical significance to our country's housing security work.The thesis analyzes the development course and current situation of social security housing in Huai'an.The thesis points out the housing problems of the faculty and puts forward a series of strategies.Since 2011,the author has participated in the development and construction of Wenhua Community.The author has taken charge of a series of work,such as site selection of the project,auction of the land,planning and design,bid of the construction,accounting of the cost,distribution of the houses,control of thequality and so on.It has been proved that colleges and universities can obtain the policy support from the local government.By campus replacement,colleges and universities can obtain the construction land with commercial nature at a lower price.Colleges and universities establish the real estate development company and organize the construction of the social security housing.Through the orientation sale,the social security housing withcomplete property right can be supplied for the faculty to solve their housing problem.
