Research On The Current Situation And Completion Of Housing Security Policies Of Ningbo

Talents are the “first resource” to promote scientific development.The flow of talent will affect the developmental pattern of the future city directly.Thus,implementing the talent development strategy,speeding up the introduction and cultivation of talents at all levels,and building high-quality talents with large scale and reasonable structure,are three main guarantees for enhancing the competitiveness of cities,and promoting the city with the sustainable and healthy economic social development.In 2017,with the rise of the “Catch Talent” climax,the talent work in our district faces new situations and challenges.In particular,the high living cost in the urban area has become a prominent hinder for the attractiveness of talents,this hinder impedes both economic and social development.Recently,the housing security policy implemented in Zhenhai District has achieved certain results,but still,the rationality and scientific of the implementation process need to be improved.The first part of this paper mainly combs the research background and significance,introduces the relevant research status at home and abroad,and introduces the main methods and innovative methods of R & D.The second part combines research questions,combs and discusses the introduction of talents,housing security and public policy theory and puts forward the theoretical foundation on them.The third part of this paper makes an in-depth analysis on the formation and problems of the introduction of the policy for the security of talent housing in Zhenhai District,expounds the implementation status,and affirms the effectiveness of the policy in helping regional talent introduction,reducing the rate of brain drain and promoting the development of regional industry.Through data analysis,the paper puts forward the problems in the implementation of the policy.The fourth part of this paper focuses on the experience of Shenzhen,Suzhou,Shanghai,Wuhan and other cities in the implementation of the introduction of the housing security policy.On the basis of policy combing,data analysis and experience and practice,the fifth part of this paper,the author concerns the regional characteristics of the town sea area,the characteristics of the policy and the demand of the talent,made clear the relevant research conclusions.The author puts forward innovative practices such as a clear joint audit mechanism,the construction of the dynamic supervision system,increasing the total amount of policy guarantee and the rational planning of housing.
