“Homes that are used to live, not used for speculation”,in order to achieve the goal of returning to house residential properties, some major cities are undertaking housing policy reforms. The mobile peoples, who live in major cities, will get a lot of benefits from this revolution.Under these circumstances,we make an empirical study of the migrant population housing problem in Guangzhou, and analysis of the difference in supply and demand, which is of great practical significance. On the one hand, this paper used the data from the staff of the staff to access random telephone numbers, analyzes and constructs a binary logistic model to analyze the housing status, explicit housing demand, and hidden housing demand of Noble employees, and obtains housing policy requirements. On the other hand, under the framework of policy process, policy organization, and policy content analysis, this paper quantitatively analyzes the policy texts of the foreign-related population housing policy in Guangzhou City so far and obtaines the focus of the supply of housing policies. After comparing the housing policy needs with the supply of policies, the paper finds that there are differences in supply and demand in terms of implementation groups, implementation regions, and policy themes. Then, from the perspectives of public choice theory and push-pull theory, the paper believes that the reason for the difference is that the basic interests appeal between the person who is the demand for the housing policy and the housing policy provider are not completely consistent. Finally,on the basis of empirical analysis conclusions, draws on domestic and foreign typical countries and urban housing policies, this paper proposes policy proposals for the solution of housing problems for migrants in Guangzhou, including the construction of a linkage policy system, and gradual housing protection from rent to purchase.
