Quality education is the high frequency words of China's reform of basic education.Its core is to develop the people in order to let the students get development education.Moreover,head teachers have a decisive effect on students' morality,intelligence,physical quality,appreciation and diligence.So how to improve the abilities of the whole head teachers gradually and rationally is the primary problem that we must deal with in the National Education and teaching Reformation.The research on teacher competency now is a hot topic for education specialists and scholars.It involves the research of competencies of the head teachers at different stages.This research focuses on the head teachers of junior high school,and adopts methods of questionnaires and individual interview to conduct an empirical research on the competencies of head teachers of junior high school in Nankai district,in order to explore the characteristics of head teachers with high competency and propose feasible suggestions for improving the competencies of head teachers of junior high school in Nankai district.This research is divided into three parts:the first part is literature review which sorts out the status quo of the research of competencies of head teacher.The second part is investigation.100 in-service head teachers and 240 students have been selected and studied with the questionnaire of competencies of head teacher made by Han Manru(2004).Moreover,interviews have been carried out for outstanding head teachers in Nankai district,and evaluated from four aspects of motivation,attitude,education and teaching and psychology.The results suggest that the competencies of head teachers of junior high school in Nankai district are high in general,especially in teaching concept,professional ethic and teaching ability.However,the competency of psychological guidance is relatively weak.From the interviews,we find that the competencies of outstanding teachers are high,and they share some characteristics.The work of the head teachers of junior high school is also in the scope of newly implemented performance bonus system for teachers during compulsory education.This research has comprehensively and objectively evaluated the characteristics of head teachers of junior high school,offered feasible suggestions on the training and awarding for the head teachers,and enlightened the direction for turning the youth head teachers into head teachers with high competencies.
