The basic unit of school is class,and the class teacher is a special group who are responsible for the ideological and moral education as well as daily management of a class and they are also the leader of students' physical and mental health growth.The class teacher and class student has the most direct and the most close relationships,the class teacher's personality character and the way they work has an important influence on the growth of students' physical and mental health.Whether the head teacher can fulfill the job and their the level of competence,the quality of their working method will directly affects the function of class education and the development of students' physical and mental health.This research mainly adopts the behavior interview method and the questionnaire method.In order to sort out the job responsibility of the primary school teachesr and the competence needed for them to do these work well,10 excellent elementary school class teachers in Chifeng City of Inner Mongolia Autonomous region were interviewed by the behavior interview.Based on the competency model of MC Clelland,iceberg theory,this paper divides the competence of class teacher into six dimensions: knowledge,skill,social role,self-concept,trait and motivation.Then based on these six dimensions,this study compiled the questionnaire of competency for the New Class Teachers of Primary School,which came from Chifeng City,Inner Mongolia Autonomous region.In order to understand the competence of the new class teacher in primary school,a questionnaire survey was conducted among 160 new class teacher teachers in Heze City,Dalian City,Liaoning Province,Shenyang City,Shandong Province,a total of 160 questionnaires were distributed,153 questionnaires were collected,4 invalid questionnaires,149 valid questionnaires,and the effective rate was 93%.The results showed that the new class teachers who participated in the questionnaire had an unbalanced knowledge grasp.The mastery of professional knowledge is good,but their mastery of extensive cultural knowledge is weak,as well as the ability of moral education,the creation of class culture,and the ability of foresight are weak.There were significant differences in the quality and motivation of class teachers of different genders,the competence level of class teachers with different educational background reached a significant level in class management,and the class teacher of different teaching years had significant differences.There are significant differences in the categories of knowledge,education,class management,communication,self-concept,etc.There are significant differences in communication ability categories.The author also conducted interviews with 10 new class teachers and their school leaders who scored lower in the questionnaire survey,mainly to understand the difficulties they have encountered in their daily class teachers ' work.Summarizing the existing problems and the reasons for the problems,the main ones are: different departments in charge,pre-service training,“disjointed” post-service work,imperfect training mechanism,low efficiency of pre-job training,lack of teachers and mobilization,lack of standards for selecting class teachers,insufficient understanding of school leaders,and inadequate training at the school level;the work pressure is great,the new class teacher lacks the enthusiasm,the development consciousness is weak,the new class teacher lacks the reasonable profession plan.Based on this,this research starts with the education administration departments,school administrators,new class teachers themselves three aspects to propose growth method for new class teachers.
