Century-old,education-oriented;education,teacher-oriented.Education is about the people's livelihood,is an important measure of social fairness,the relationship between the revitalization of the Chinese nation.However,due to the unbalanced economic development in China's eastern and western regions,the dual structure of urban and rural areas and the gap between schools and schools,the current shortage of primary and secondary school teachers in rural areas is not high,the quality is not high,the structure is irrational and educational inequality still exists.Without enough teachers,there is no fair education,no high-quality teachers,there is no high-quality talent.In 2006,four ministries and commissions jointly promulgated and implemented the "Ad hoc Work Plan for School Teachers in Rural Compulsory Education"(hereinafter referred to as "special posts").In 2006,the four ministries and commissions jointly promulgated and implemented the "Ad hoc Work Plan for School Teachers in Rural Compulsory Education"(hereinafter referred to as "special posts".)In the context of the deepening educational reform and the diligence of teachers in rural compulsory education,Teacher plan ").It is hoped that through the open recruitment of college graduates to rural areas to teach,increase the number of rural primary and secondary school teachers,improve the quality of rural teachers,improve the unreasonable teacher structure,and guide graduates to engage in rural education work to solve the problem of college students employment.Since 2006," special staff teacher program " has been implemented for ten years,more and more recruiting,covering more and more widely,in many ways have achieved good results,especially in the innovation of rural primary and secondary school teachers to supplement the mechanism,But also in the implementation of the policy there are still many problems,specifically in: recruitment and distribution,management training,remuneration,policy implementation,but also in the implementation of the rural areas,Assessment assessment and other links.There are many reasons for the lack of policy implementation.This paper focuses on the analysis of the reasons from the three aspects of policy itself,policy implementation and supervision and evaluation.On the basis of discovering the problems and analyzing the reasons,from the adjustment of policy design,improve the training mechanism,enhance the execution,pay attention to policy advocacy and materialimprovement and other aspects of policy recommendations,with a view to fully achieve the policy objectives,better play the role of policy.
