How to improve the quality of rural education is one of the core themes of the current Chinese education. To promote the development of the rural education, the innovation of rural school teachers added new ways to narrow the gap between urban and rural areas, promote the development of education fairness, was introduced in 2006, the state began implementing the "rural compulsory education school teachers in special post plan"(hereinafter referred to as the "special post plan"), the open recruitment university graduates to the school teaching in rural areas. This study in Y county of henan province as an example, the empirical survey the present situation of the "work plan" policy, objective evaluation of policy implementation of the results obtained, and in-depth analysis of existing problems and reasons in the process of policy implementation, then puts forward the countermeasures to improve the policy of "work plan".This research will be divided into five parts:The first part is introduction, mainly illuminates the research background, purpose, significance, method and train of thought, define the core concepts, and probes into the existing related research.The second part mainly describes the "work plan" policy, the policy background and education background, and from policy started, perfect, the policy to promote the three stages of combed the "work plan" of the policy implementation process.The third part through to Y county as an example of investigation and study, this paper found that the "work plan" policy innovation of rural school teachers supplement mechanism, optimize the structure of rural teachers, improve the new college graduates to the grass-roots employment channels; But at the same time there is also a recruitment unreasonable admittance threshold Settings, teachers allocation process is not transparent, it is difficult to overall consideration, teachers face the survival and the work difficulty, teachers continuing education system is not standard, teachers team overall lack of stability, turnover intention more serious problems.The fourth part from the country, the government departments, positioned school, society and teachers themselves these five aspects to analyze the cause of the problem "work plan" policy.The fifth part in view of the problems and reasons, from the country, the government departments, positioned school, society and teachers themselves these five aspects to put forward to improve and perfect the policy of "work plan" countermeasures and Suggestions.
