This paper examines a mechanism that leads to the regional differences in the proportion of local students in colleges and universities,and illustrates the impact of local decentralization on the distribution of public goods.Whether college entrance examination is fair is a major social issue,and an important factor affecting the accumulation of human capital,regional income gap and social harmony.The average proportion of local students in the provinces is relatively large.Some viewpoints believe that colleges and universities in some areas give priority to recruit local students,resulting in inequality of higher education opportunities and unfairness to foreign candidates.Some other views that the higher level of economic development in the region,the development of basic education is better,so colleges and universities are willing to put more enrollment quota.In this paper,the impact of local government interests on the distribution of public goods is verified by using the panel data of 1204 colleges and universities in China from 2012 to 2015.We use the proportion of local students as the explanatory variables,the dummy variable "whether the local students" as an explanatory variable,local attraction and educational expenditure as the main test variables.In order to rule out the factors such as the university's reputation and the economic development level,we construct the ordinary least squares(OLS)model,the fixed effect model(FE)which controls the factors of student origin and university.We expect the interests of local governments to influence the distribution of public goods: In order to develop the economy,local governments are willing to give priority to the local candidates in their enrollment strategy.Local governments are more willing to recruit local students to develop the local economy for areas where the attractiveness of the region is low.For local governments with higher education expenditure,the cost of investment in education is greater,and local governments are more urgent to recover educational investment income,and more inclined to local candidates.The empirical results show that after controlling the quality of students,the quality of colleges and universities,the proportion of local students still significantly higher than the average proportion of foreign students.Through the example of college enrollment,this paper shows that local decentralization will not only affect the quantity and category of public goods supply,but also affect the distribution of public goods.Finally,this paper puts forward some policy suggestions according to the conclusion of the research.The central government should play a greater role in balancing the supply and distribution of public services.
