Education investment is an important way to improve the quality of human capital.The overall quality of human capital determines the speed of economic development and economic growth in a country and region.The improvement of human capital is conducive to the improvement of social capital accumulation and individual economic level.The rate of return is one of the important ways to measure the effectiveness of human capital investment.The return on investment in education is the cost and benefit of social and individual education in education.However,due to the existence of imperfectly competitive market,the margin of labor in the economic activities under the different levels of regional development and different levels of education The production efficiency is not the same,which means that the individual's education level and the choice of location in employment can directly affect the personal education rate of return.Therefore,in order to narrow the differences between regions,regulate the regional imbalance of labor mobility,comprehensively popularize compulsory education and improve the quality of human capital as a whole,this paper will explore from the perspectives of regional differences in educational rate of return and the degree of education of individual laborers.Whether the difference in educational rate of return in the region and education level will affect the trend of labor mobility,if there is influence,then the extent of the impact is the problem to be studied in this paper.In order to scientifically and accurately prove the impact mechanism of the difference in investment rate of education on labor mobility,it provides a reliable basis for the government to formulate policies and the choice of individual investment behavior.This paper firstly studies the status quo of China's education development and labor mobility trends from a qualitative perspective,and then based on the standard Mingser income equation,according to the possible influencing factors of China's current education investment return rate,the Mingser income model is expanded.Further empirical research found that:(1)There is a certain difference in the rate of return on education between China's major regions and between urban and rural areas.Among them,the education rate of labor in the eastern region is higherthan that in other regions,and the education yield of urban labor is higher than that in rural areas.(2)For the labor force that does not migrate,the education yield rate of the western region and the northeast region has the largest coefficient of labor mobility,while among the urban and rural labor,the rural labor force has higher education yield rate than the town through migration;(3 The education level of the labor individual is positively correlated with the education rate of return,and the higher the education level,the higher the education rate of the labor obtained by the migration than the labor level with the lower education level.According to the research conclusions,the following policy recommendations are proposed:(1)attach importance to the development of higher education;(2)strongly support vocational education and training;(3)establish labor and industrial transfer models;and(4)strive to eliminate institutional barriers to labor mobility;Accelerate the pace of regional economic equalization.
