Research On The Operation Of Instruments And Equipment In Fujian Colleges And Universities From The Perspective Of Marx's Capital Operation

In China,the expenditure to purchase the instrument and equipment in the public colleges and universities which are established by government is mainly from the governmental public financial allocation.At present,there is an increasing contradiction between under-investment and low resource utilization rate in the field of higher education.If this conflict can not be resolved well,the public investment would not meet the needs of society for higher education with the development of higher education entering into the stage of popularization.Currently there are generally the conflicts between the shortage of educational fund and low operational efficiency of fixed assets in the development of higher institutions.This research has investigated and analyzed the operation situation and problems of the instrument and equipment of Fujian higher institutions,targeting the instrument and equipment of Fujian colleges and universities,assuming Fujian higher institutions as a state-own enterprise,through the methods of interviewing and document analysis.And in the guidance of Marx' capital operational correlation theories,the research has studied the causes of low operational efficiency of the instrument and equipment in Fujian high institutions,attempting to bring out some countermeasures and suggestions to improve the operational efficiency of the instrument and equipment in high institutions under the direction of Marx' capital operational correlation theories.The major achievements can be summarized as the following items:Firstly,through the research on the operational situations of the instrument and equipment of Fujian colleges and universities,the author finds that though the operational efficiency of the instrument and equipment is increasing in high institutions,especially for the large-scale instrument and equipment,there are still many problems for the daily operation of the instrument and equipment in Fujian high institutions.There are mainly the following problems: Under-investment for higher education is sharply contradictory withthe idle and waste of the instrument and equipment.Low operation efficiency and effectiveness is still one of the elements which affect the developing of high institutions.Secondly,the author analyze the existing problems and explore the causes of low operational efficiency of the instrument and equipment in Fujian high institutions from the perspective of Marx's capital operation.The research points out the main causes are the followings: The ownership of the instrument and equipment is too singular and the ownership right is not clear.The revolving speed is slow in the running process of the instrument and equipment.The role of government in the instrument and equipment management in colleges and universities did not play to the best state and the degree of marketization is low in the operation of the instrument and equipment.Thirdly,referring to the experience in the reform of state-owned enterprises' capital operation,the author tries to build a scientific,vigorous and efficient mechanism for the operation of University instruments and equipment from three aspects: the government,the market and the universities.
