The efficiency of schooling is a basic index in higher education assessment. It shows more importance both theoretically and practically in the course of higher education massification. In China, the trend of higher education institutions is going towards two extremes: in one end, the public institutions are engaged in pursuing higher academic rank with more Master's and PhD programs, more professors and doctoral degree holders, and more modernized buildings and equipments, while in the other end, the newly nourished private institutions are pursuing higher economic interest with more enrollments. Both trends harm the higher education system and influence the education resources distribution and education quality negatively.Low efficiency of higher education is embodied as: ambitious goal without feasibility, quantitative research projects with poor quality, big campus investment with much waste, enthusiasm in fund application yet less passion in technology transfer, blind introduce of high-pay scholars, redundant manpower in administration and service positions, and so on. The main reasons lie in the following aspects: impolicy of government control which caused similarity of school structure, misguide of development orientation which caused misunderstanding of development, ambiguity of school mission which caused malfunction of decision-making, ill management which caused waste of fund, uncertainty of assessment system which caused perplex in planning, etc.In general, schooling efficiency covers 3 layers: output of quality human resources as social benefit, reduced unit cost as economic benefit, collection of funds and donations as the integrity of social benefit and economic benefit.
