Research On The Management Model Of Zhongshan Secondary Vocational Education Under The Background Of New Urbanization

One of the effective ways for the development of county economy is accelerating the urbanization strategy,and with new urbanization development in China,we are supposed to realize the people's urbanization,.It is necessary to avoid the population to big cities flowing blindly,but to small towns.The construction of small towns should be combined with the growth of county economy,the development of township enterprises and the transfer of rural surplus labor force.We should strengthen the occupation's skill training through secondary occupation education,improving farmers' employment ability and occupation quality,increasing the income of farmers,promoting the development of the industry and the transformation and upgrading,so as to avoid the middle-income trap,promoting the development of county economy.Zhongshan city is a county-level city in 1983,in 1988,upgraded to a prefecture level city,is currently one of no city of the prefecture level cities in China.It is a special "town" management mode,Zhongshan city is now the GDP per capita reached 99471 yuan(about $14975)(2016),according to middle income the trap theory analysis,Zhongshan city has reached the level of developed countries,it has already had a middle income trap.However,in the process of Zhongshan's middle income trap,how to promote the development of county economy? Based on this,through literature analysis and interview survey method to analysis of the government,schools and Society(industry)of the three in the process of the role,function and relations,in order to sort out the management mode of Zhongshan city medium occupation education development course.From Zhongshan since the reform and opening up policy documents,funding,course / professional settings,industry structure,industry participation and economic development situation analysis,found that,since the reform and opening up,Zhongshan city medium occupation education in promoting the county's economic development process,the government led management mode played an important role.Government policy and market changes and industrial restructuring and upgrading of the close combination of vocational schools for the development and social participation of the direction.On the basis of the secondary vocational schools or departments of education policy documents of the law school,combined with changes in the local economy and industrial structure,optimize the curriculum or professional,but there is no problem of high employment rate,indicating that the professional setting and the talent demand is not high.Although the community(industry)to participate in the enthusiasm of the school to continue to improve,but not enough depth of integration of school and enterprise cooperation,only stay in the practice of cooperation.In the whole management process,Zhongshan city medium occupation education management mode has experienced grade,bureaucracy,system,rational and common five kinds of management mode,but its management mode is single,basically a top-down management mode,is mainly dominated by the government,the school and the society is still a lack of autonomy.
