Entering the 21st century,with the transformation of social economy and more attention attached to "three agriculture" problem,rural vocational education has been placed in an unprecedented position.Rural vocational education not only develops enough quality and quantity workers for our urbanization,but also at the same time,under the new historical development period,it can cultivate new professional farmers to realize rural urbanization and build a new socialist countryside.Rural vocational education,how to better undertake and to adapt to the changes in the new period,is in relation to the fundamental problem of China's social transformation and agriculture modernization.Rural vocational education's target orientation and function position is the key point to its development.But from a practical view,the existing rural vocational education's target orientation and function position aims to train talents for the city,and set up curriculum and major around the city.The education group aim to be employed in the city after receiving education.In the mode of management and education,rural vocational education which is with record of formal schooling education and full-time study,and takes young people as major educates hardly to meet the demands to cultivate professional farmers and to build new socialist countryside in the new period.In order to realize the essence of its return,rural vocational education only reform timely to adjust their target orientation and function position,to cultivate enough quantity and quality talents for rural construction,instead of all the services for the city as a mission.So,this thesis will discuss the target orientation and function position of rural vocational education in Henan province since entering into the new century,in order to investigate rural vocational education how to service the local development in case area and service for urbanization and agriculture modernization.The research analyses the materials about rural vocational education in recent 15 years through the method of literature and case study.And it investigates rural vocational education 's status in case county at the same time.The research mainly consists of the following contents:Based on the research topic,the thesis discusses the development of the vocational education in Henan province from the dimension of target orientation and function position.Firstly,this thesis discusses the theoretical and the policy support of education in rural areas.the theory of the vocational education,which affects the current development of vocational education in our country,is mainly the Barov theory and the Foster theory.In different periods of history and development in our country,the government issued many policies through different ways,to guide the development of rural vocational education,which is the theory support and policy guarantee for the development of the rural vocational education development.Secondly,with the three industrial structure entered into science and technology,intensive,modern and demographic dividend,the arrival of an aging society,the workers with higher skill level and cultural quality are wanted for economy construction and development in Y county.Though analyzing from the dimension of rural vocational education's training target,training mode,training object,rural vocational education presents "urbanization"tendency obviously.Contrasting Y county's economy and society's development need between the talents supply of rural vocational education,we found they can't meet each other's need.So,in order to meet economy construction and vocational education's development,the same topic is to rebuild the target orientation and function position of rural vocational education in Henan province.Finally,based on the development status of rural vocational education and the demand of the economy development,the thesis explores the reference to set up rural vocational education such as various education forms,expanded education object,distinctive major and "double type" teachers,and identify to establish a foothold in rural areas and service for farmers,which is in order to improve farmer's quality and the quality of life and to promote the development of urbanization.Meanwhile,this paper,from the perspective of strengthening the government's function to realize the value of rural vocational education envisages and construct the target orientation and function position of the rural vocational education in Henan province.
