The balance of education is a universal problem and is paid to close attention by scholars both at home and abroad for a long time. The balance of compulsory education is the focus as well as the foundation of the balance of education. The balance of compulsory education is the basis as well as the form of the fairness of education.The equalization of compulsory education is a dynamic process. To promote its development, the first thing to do is monitoring its development process and knowing the bottleneck of their development. In this study, I construct the evaluation index system suited the situation of our country for evaluating the balance of compulsory education on the basis of carding the research status at home and abroad as well as according to certain index selection principle and the theory instruction. I also refer to plenty of data from related statistical yearbook and use the human development index method to measure equilibrium index during 1995-2013 for compulsory education of our country. Aimed at monitoring the process of balanced development of compulsory education of our country in recent years, exploring its existing problems, providing reasonable suggestions to promote its further development.This study measured compulsory education equilibrium index of our country in recent years through two system and eight dimensions. I found compulsory education balanced index of our country is rising gradually both in the macro system and in the micro system. But only to find that there is a big gap between different indicators of equalization levels when implementing the concrete index of eight dimensions.Education opportunity equilibrium index has reached a relatively high value and being in a state of steady rise for a long time. And the index of regional balance stagnated at the platform period within the period of 1995-2013 intervals, and has continued to be in decline trend in recent years. By comparing the school-age children's elementary school and junior high school enrollment in our country with other countries in the OECD database in the corresponding parameter values, found that our country school-age children elementary enrollment rate has reached world leading level. In the process of analyzing the regional economic equilibrium index indicators for further comparative inquiry, found that compulsory education funds, the investment and the operating expense of the teachers configuration is very different between the eastern, central and western regions. The eastern part of the funding resources and teacher resources is much higher than the central and western regions. The central area compulsory education lacks funds resources seriously, the western region lacks the resources of teachers more seriously. In the inquiry of the correlation about the elastic coefficient about financial input and the balance of education, found that continuing to increase financial input doesn't promote the balanced development of compulsory education instead of spending the region imbalance problems continued to increase.
