For promoting compulsory education balanced development, we must research and assess the compulsory education balanced status and requirements scientifically, that is the primary basis of work of the construction of high quality obligation education. In order to promote social fairness and justice, we should base on education fairness .In compulsory education equalization process, scientific, systematic and integrated evaluation is necessary, so as to effectively hold compulsory education equalization of the development process, provide the scientific education policy for constituting an emollient basis. Therefore, establishing a system, scientific and complete compulsory education evaluation index system become the urgent demand of the balanced development of education.This paper basis on combining system model and education justice theory . Firstly, through analysing the basic theory and principle of index system of constructing, reference for the domestic and foreign relevant items beneficial experience , set up the school level constructing evaluation index system of compulsory education equilibrium. According to the analysis of existing compulsory education evaluation system, through interview and questionnaire survey about the Suggestions and collect relevant information find existing problems, use systematical viewpoint and analytic hierarchy process (AHP) and other scientific method builds obligation education equalization of evaluation index system structure, select various indexes of the system , and determine the weight of each index, thus obtains the compulsory education equalization evaluation index system of the basic model. Finally ,the evaluation index system of compulsory education equalization apply to living examples, clear applied in the evaluation index system of each basic indexes are grouped in this region, according to education equilibrium level evaluation model, proposed the elimination gap Suggestions, and further verified construct the index system for the correctness of other studies, to provide the reference.
