A Study On Financial Aid Policy For Poor Students In Agriculture And Forestry College

In recent years,our country and the government have issued a series of relevant policies and measures to establish and improve the financial aid system for poor college students,and have achieved great success in solving the economic problems.The current financial aid policy for poor college students has no differences among all types of colleges,including comprehensive universities,technical colleges,agricultural and forestry colleges,medical colleges,normal universities,economic colleges,politics and law institutes,ethnic universities,physical education institutes and art colleges.With the precise funding become an important topic for poor college students,how to combine the characteristics of various types of colleges with the financial aid policy is just around the corner.According to statistics data of the Ministry of Education,there are more poor students in ethnic universities,agricultural and forestry colleges and other colleges with relevant majors.As the talents' training base for China's higher agricultural education,the cultivation quality of the agricultural and forestry colleges not only directly affects the development of China's agricultural modernization,but also has close relationship with the implementation of Agricultural Sci-Tech and Education Strategy.Therefore,it is of great significance to study the financial aid policy for poor students in agricultural and forestry colleges.The paper firstly defines the relevant concepts and introduces three theories that related with the study of,which lay the foundation for the following parts.Then,this paper has a historical review of country's financial aid policy.Based on the main contents of the policies,the necessity of paying attention to financial aid policy in agriculture and forestry colleges is understood.At the same time,introduce the financial aid policies in the United States,Japan and Britain,and tries to find references to our country.The most important part is the questionnaire survey and relevant interviews to Jiangxi Agricultural University.After the research,this paper finds that on one hand,the financial aid policy has made achievements in alleviating the economic pressure of the poor students and promoting the educational equity;on the other hand,there are also six major problems in the policy propaganda effect,the accuracy and psychological status of poor students,the fostering function,the grants,the places and the amounts of the financial aid.At last,the author analyzes the reasons for the above issues from policy formulation,subsidy investment,policy implementation,policy target group and policy supervision mechanism and puts forward some suggestions on how to improve the financial aid policy of poor students in agriculture and forestry colleges in terms of the existed problems and causes.
