The guarantee system of community digital learning refers to a system which is composed of several interrelated factors which are related to each other.Community digital learning can run effectively,there must be a legal policy,funding,organization management,learning support service,team construction,supervision and evaluation aspects of coordination system,the mechanism of mutual restraint,mutual influence,in order to ensure the effective promotion of community digital learning.This paper is the creation background of the integration of digital technology and community education is deepening,firstly explains the composition and operation of the digital learning community in our country’s security system,and to perfect the guarantee system,put forward the constructive strategy from operation activity,operation path and operation monitoring three.This thesis consists of five parts:The first part is introduction.From the background of the selected topic,the research status quo of the same field in domestic and international,the purpose of the analysis,the significance and ideas of the research,research methods and innovative points of view.Among them,the thesis is clear and reasonable,the author deeply understands the implementation of community digital learning in practice and makes a detailed theoretical study.The second part is an overview of related concepts and theories.That is the core concept and theoretical basis of the first chapter on the sort of community digital learning guarantee system in the study involved,defines the concept of community education,digital learning,digital learning community and learning community digital security system.At the same time,this paper introduces ubiquitous learning and learning support service,which provides theoretical guidance for the following research.The third part is the composition of community digital learning support system.In the context of information technology and lifelong learning,China has gradually formed a more perfect security system to ensure the sustainable development ofcommunity digital learning.According to the implementation situation of our country,a detailed analysis from the static perspective of relevant literature on Chinese community digital learning and the implementation of security system,to seize the six elements,our country community digital learning security system:policy,organization,funding,services and evaluation,and summarize the effect six elements of the security system,namely: administrative policy promote security as a fundamental,down through the organization to support and financial funding guarantee for power,enhance the professional team,based on one of three security services for the target and the assessment to promote the construction of the evaluation for security monitoring.The fourth part is the operation of community digital learning support system.As the community digital learning is a complex social project,only the six elements of the community digital learning security system in our country are mutually reinforcing and supporting each other.In this part,the author studies the operation of the community digital learning support system,and explains the operation of the security system from three aspects: the operation power,the operation path and the operation efficiency.As a driving force for the protection of community digital learning from scratch,from the top to the best,because of the organization and management mechanism of the main body of the government,it has the characteristics of administrative promotion and top-down.As a way to protect the digital learning policy of the community,the running path is stable,and it is based on the key points of construction.As an index to ensure the orderly and reliable quality of digital learning,the operation monitoring has the characteristics of clear,effective and useful standard.The fifth part is the improvement of our community digital learning security system.Through to our country community digital learning system from static and dynamic perspectives analysis,can see the various government departments and all sectors of society are beginning to participate in community education management also gradually transition to community education governance,whether the organization management is policy guidance,funding or team building,whether it is the integration of resources or platform in the planning of gradual perfection.As thefoundation of building a learning society,the construction of community digital learning has made some achievements in the exploration,but also a lot of problems.This part is based on the inherent characteristics of the combination of the above summary,according to the limitations of the characteristics bring some suggestions:operation of power from a single subject to top-down administrative promotion,should strengthen multi-party participation,improve the policy of legal system at the same time,realize the diversification of the main mode of operation of power system activation.Due to the regional differences,the operating path should expand the scope of the digital learning of the community,according to the regional characteristics of the formation of joint efforts to optimize the operation of the system.The operation monitoring should solve the problem of the weak awareness of the residents,improve the residents’ satisfaction,increase the external evaluation,and improve the operation efficiency of the system.The last chapter is a summary.Summarizes the whole research contents and process,summarizes the basic conclusion of this research.The author also pointed out that is debatable part of this paper,the existing research conclusion based on the prospect of China’s community digital learning support system.
