Objective: The study conducted a questionnaire survey and used related software for date statistics that based on the 209 health supervisors of the Health and Family Planning Comprehensive Supervision and Enforcement Agency of Lanzhou,analyzed the status quo of human resources allocation and health supervisor's job enthusiasm and satisfaction,evaluated fairness of human resource allocation,predict the total number of demand of health supervisors from 2016 to 2020,analyze the problems and shortcomings about health supervision human resources allocation and management,provide scientific evidences and feasible suggestions for effectively arousing the enthusiasm of health supervisors,reasonably collocating of the health supervision human resources and effectively improving the level of law enforcement of health supervisors.Methods: The paper censured 209 health supervision human resources using self-designed questionnaire,analyzed the distribution of age,education background,major,occupation scope and post using descriptive analysis methods,and compared with national standards.We evaluate the fairness of distribution of health supervision human resources of Lanzhou using the Gini coefficient and Lorenz curve.And we predict the total number of demand of health supervisors from 2016 to 2020 using the Service Target Method,the Human Population Ratio Method and the Grey Forecast Model.Results:(1)By the end of 2015,there were 209 health supervisors,which include 105 males,and 104 females,male to female ratio was 1.01:1.(2)The health supervisors mainly concentrated in the age of 35~44 and 45~54,accounting for 64.59 percent of the city's total health supervisors.(3)Health supervisor's education was given priority to with bachelor's degree,the proportion was 61.72%,the proportion of graduate degree was small,only 1.44%,two level health supervisors was no significant difference.(4)All of the health supervisors have learned mainly specialized in the medical category,accounting for 49.28% of the total,the largest was preventive medicine,the proportion was 28.23%,and the municipal health supervision institutions was more obvious,the number of preventive medicine accounted for 47.37%.(5)The city's 92.82% health supervisor participated in the training,which mainly for short-term training,accounting for 61.73%.(6)The working pressure of Lanzhou's health supervisors is bigger,76.69% of stuff thought the current working intensity and pressure is heavy,and the pressure source mainly include "jurisdiction excessive regulation number","all kinds of heavy special inspection" and "jurisdiction area of vast",etc.(7)The health supervisor's satisfaction was not high on the current law enforcement equipment,general and dissatisfied attitude accounted for 77.99%.They showed general satisfaction on the current job,and there was a significant difference on the interests between different major;there were significant differences on the interests,communication and overall satisfaction between different education;there was a significant difference on the reward between different post tenure.(8)The staffing level of Lanzhou health supervisor has not enough,according to the requirements of one health supervisor/ten thousand resident population,and the gap reached 173.Lanzhou health supervision human resources by the resident population,geographic area,management object,the Gini coefficient of distribution were: 0.1519,0.6902,0.2652,the fairness of the resident population and management object were better than the geographic area.Using the Service Target Method,Human Population Ratio Method and Grey Forecast Model to predict the total number of demand of health supervisors from2016 to 2020,the result were 254,262,269,277,285,218,216,214,212,209,266,272,278,272,278.Conclusions: Through the analysis of the survey the content and results,we can draw the following conclusions:(1)The number of Lanzhou health supervisors is shortage.(2)The health supervisor's education level is still low,the structure of major is not reasonable,and the overall quality needs to be improved.(3)The health supervisors' job satisfaction is low,have higher intensity and pressure work and less training opportunities.(4)The fairness of the resident population and management object were better than the geographic area in Lanzhou.(5)The Service Target Method,Human Population Ratio Method and Grey Forecast Model are used to forecast the total demand of health supervisors of Lanzhou from 2016 to 2020,the results were 254,262,269,277,285;218,216,214,212,209;266,272,278,284,291.
