The Research Of Changzhi County Shanxi Province "Egg And Milk Project" Policy Implementation

Teenagers' education quality and health level are one of the most important issues in China all along.At the preliminary stage of the Reform and Development,the rural primary and secondary school students' malnutrition problem are ubiquitous especially for children in poor areas.The main reason is the unbalanced economic and social development between urban and rural.In order to ensure the poor areas' children can have a healthy and learning environment,our government published the“Rural Compulsory Education Nutrition Improvement Program” in October 26,2011.At the same time,the Changzhi County issued “Changzhi County Students Egg and Milk Nutrition Meal Project” implementation method on November,2011 to actively respond the national call and improve the nutrition level of local students.At first,the “Egg and Milk Project” not only solve the rural students' nutrition problem but also make a demonstrative role in the combination of education and nutrition.But recently the national nutrition improvement policy and the county's policy are overlapping which lead to financial problem and serious waste phenomenon.The analyze of Changzhi County “Egg and Milk Project” let us know that any good policy has its own time and it has to adjust and reform all the time.Otherwise,the government and the policy will towards the deviation of social development and people's desire which will made more harm than good.Therefore,based on the field interview and investigation,the author sum up the major problems about the “Egg and Milk Project”,using the public policy implementation theory tool to analyze these problems and put forward a brief different idea about adjusting the policy.Hope to be able provide more effective and efficient solutions based on the author's limited professional knowledge to improve the Changzhi County's primary and secondary students' nutrition level.
