Study On Policy Implementation Of Nutrition Improvement Plan In Compulsory Education Stage In Jinyun County

According to the requirements of the national medium and long term education reform and development plan(2010-2020)issued by the state in 2010,the nutrition improvement plan is gradually implemented for primary and secondary school students in rural compulsory education stage.Governments at all levels have formulated a series of detailed rules for the implementation of policies from top to bottom.This paper focuses on the implementation of policies in Jinyun County,Zhejiang Province.Based on the literature,this paper designs a questionnaire for teachers,students and parents,focusing on the satisfaction and deficiency of the implementation of the nutrition improvement plan.A total of 200 teachers from junior high and primary schools,386 from junior high and primary school,and 356 parents were investigated by random sampling.At the same time,the content of in-depth interview is designed for interview.Through data analysis,it is found that the common problems in Jinyun County and China mainly include: The input is not balanced;Lack of full-time staff in canteen;The policy propaganda is not in place;Waste of nutritious meals;Lack of relevant laws.The special problems of the county are mainly the lack of executive ability of policy executors;The declaration system is not perfect;There are loopholes in the unified purchase management;The amount of subsidy is low;The professional ability of canteen staff is not high;The supervision system is not perfect.According to the basic model of policy analysis,this paper analyzes the causes of the existing problems of policy implementation in Jinyun County from three aspects: policy executors and executive agencies,target groups,policy resources and environmental factors,and then puts forward some suggestions for the common problems in China and the special problems in Jinyun County.Among them,the suggestions for the domestic common problems are: increasing the investment in canteens;Increase the number of workers and reduce the burden of teachers;Strengthen the propaganda of the policy and create a good implementation environment;Improve students’ nutrition awareness and establish a campus cultural environment that attaches importance to nutrition;To establish the method of nutrition food supply in China.In Jinyun county special problems put forward special Suggestions: improve executive service consciousness and sense of mission,improve policy executors execution efficiency and ability to execute,standardization of Jinyun county feeding audience scope,improve the system of Jinyun county canteen supplies distribution,appropriate to improve the nutritional meals subsidy standards,increase employee involvement,and improve the quality of meals,perfecting the policy implementation of incentive and control mechanism,perfecting the effective supervision system.
