With the expansion of the public colleges and universities in China, the total investment of public investment in Colleges and universities continues to increase. The public assets such as library, teaching and research rooms, laboratories, sports facilities and sports venues and other public resources have been rapidly developed. But at present, the construction and management of these public resources funds mainly from the financial allocation. The financial resources of colleges and universities are tight, and the financial allocation is only enough to meet the daily teaching and scientific research activities. It’s far from meeting the demands of the public for the public resources and public services in Colleges and universities. In reality the capital used for various facilities and perfect service often stretched. And some public resources in Colleges and universities can not meet the growing demand, and gradually become a scarce resource. The features of quasi public goods are outstanding, and the running cost is high. In the management of these public resources, there are problems such as low efficiency of management, serious waste, lack of perfect performance appraisal system, which has seriously restricted the development of higher education institutions. Therefore, to solve the shortage of funds, optimize the allocation of public resources, to improve the investment environment, expand market access, the allocation of public resources more scientific and efficient, The author suggest of market-oriented reforms of public resources, expect the market reform of public resources in Colleges and universities to invigorate the assets, improve the efficiency of resource allocation and increase revenue, thus make the can provide better service for the public, which promotes the university to serve the public better.This paper is divided into six parts:The first part is the introduction, which mainly includes the background of the development of public universities, the reasons for the topic, the significance of research, the introduction of the theme of this paper, that is, the study of public resources in public universities.The second part is literature review, which mainly expounds some domestic and foreign research on the marketization of public resources in Colleges and universities. In the domestic research, from the perspective of marketization of public resources on the studies of innovation of college public resource management are not too many. Research on the marketization of public resources are limited to specific public resources, including the socialization of rear service in Colleges and Universities, marketization of public resources such as university library and Gymnasium, marketization of financing channel, the legal and regulatory system of the market of public resources, marketing management in Colleges and Universities theories of public resource allocation in Universities, etc. In the foreign research, due to the differences in political system, financial management system and administrative system. It is mainly to explain the definition of higher education institutions, resources, public resources, and public resources market. In the related theory, we mainly refer to the new liberalism, the new public management theory, the public goods theory, which provides the theoretical basis for the public resources market research.The fourth part mainly introduces the development process of the marketization of public resources in public colleges and universities in China. This development process is divided into three stages:the blank stage of public resources--before the founding of the people’s Republic of China to the reform and opening up; the rise of the marketization of public resources in Colleges and Universities--the 80 and 90 s in twentieth Century; the development of the marketization of public resources in Colleges and universities in the new centuryThe fifth part is the problems existing in the marketization of the public resources of our country’s colleges and universities, including the lack of market consciousness of public resources, the public resource management system is not perfect, the waste of resources, the socialization of logistics resources exists many problems, etc.The sixth part is the Countermeasures of the marketization of public resources in Colleges and universities in China. There are many contradictions and risks in the market allocation of public resources, the essential reason lies in the inherent conflict between the public value orientation and the market mechanism. Therefore, whether the public resources can play an active role in the market allocation, depends on the good relationship between the two. According to this, we put forward the following countermeasures:first of all, we should strengthen the public resources marketization concept, from the economic and political perspective to rethink the value of public resources; Second, improve the public resources management system and the supporting system, establish a standardized market operation mechanism, form the market supervision system; promote the use of public houses by paid; promote the socialization reform of college rear service.Since China’s reform and opening to the outside world, the economy has been developing rapidly, fully reflects the advantages of the market to deal with the allocation of resources. So from the perspective of market economy, marketization of public resources in universities is the flow. Promoting the marketization reform of colleges and Universities, establishing the mechanism of industrialization of colleges and Universities, socialization of rear service, combination of production and research, promoting the reform of the asset market in Colleges and Universities can improve the efficiency of resource allocation, let the colleges and universities better serve the community.
