| Secondary vocational education is the main body of vocational education.The development of secondary vocational education can improve the national quality,promote the accumulation of human capital,and cultivate the technical and skilled talents urgently needed by the society.Guangdong Province,with the fastest economic development and the largest scale of secondary vocational education,its educational expenditure investment plays a vital role in the healthy development of secondary vocational education.However,there are few systematic studies on the adequacy,fairness and efficiency of investment in secondary vocational education in the Province.Therefore,this paper studies the educational investment and its efficiency of secondary vocational education in Guangdong Province,which can not only make up for the shortcomings of previous studies,but also promote the development of vocational education in Guangdong province.Combined with the current situation of Guangdong Province’s funding for education and the development scale of secondary vocational education,and taking human capital theory,public goods theory,education equality and efficiency theory as the theoretical foundation,this paper uses relevant data to make an in-depth analysis of the current situation of Guangdong Province’s investment in secondary vocational education with the dimensions of scale and structure from 2009 to 2018.In addition,the existing problems of investment could be discovered,which the investment level of secondary vocational education in Guangdong Province is compared horizontally and vertically with that of OECD and some provinces in eastern China by using the method of comparative study.On the basis of previous studies,the DEA analysis method is adopted to construct the evaluation index system,and the CCR model,BCC model and DEA-Malmquist index model are used to conduct static and dynamic analysis on the investment efficiency of secondary vocational education in Guangdong Province,which measured and analyzed the overall use efficiency of the investment.The result shows that the funding for secondary vocational education in Guangdong Province is insufficient and the investment level is low.There is mainly reflected in the "three low",including the low level of education expenditure per student,the low proportion of secondary vocational education funds in the total,and the lower level of secondary vocational education funds than that of ordinary high schools and vocational colleges.The reasons why the unbalanced investment structure per student has a large gap are the single funding source structure of secondary vocational students,the low proportion of non-financial education funding and the interval imbalance of the expenditure investment per student whose level in the Pearl River Delta region is significantly higher than that in the eastern and northwestern regions of Guangdong.In the expenditure structure,the proportion of personnel expenditure is too high,while the proportion of school construction expenditure and equipment purchase expenditure is low.The investment efficiency of secondary vocational funds fluctuates obviously,and the use efficiency level is lower than that of Jiangsu and Zhejiang Province.Besides,the redundancy of fund input and insufficiency of output coexisted in the structure.Finally,according to the results of current situation analysis and empirical research,aimed at the problems of investment in secondary vocational education in Guangdong Province,there are some countermeasures proposed as follows.The government should broaden the source of funds,increase the investment in secondary vocational education,balance educational expenditure at all academic levels and in all regions,and adjust the structure of appropriation expenditure.The standard and supervision mechanism of fund input per student should be completed;the connotative development of secondary vocational education be accelerated;and the efficiency of fund input be improved. |
