Research And Practice On The Cultivating For Applied Top-Notch Talents In Higher Vocational Colleges

In recent years, for the purpose of cultivating more high- level talents, the Chinese Ministry of education has been making an overall consideration and carrying out a series of plans at the national level. Whereas,the most predominant higher vocational education was passively at the middle or even back-end of cultivating chain throughout years not only due to restrictive school-running level and school-running conditions but also school-running strength is blame for in addition to lack of budgets input, only can it fulfill the target of cultivating technically-skilled talents on average level. Along with the upcoming social transitional phase, huge demand for top-notch talents from all walks of life is bound to increase sharply, hence the urgent needs from society has put forward new standards and requirements for talents cultivation in higher vocational education.On May 2nd, 2014, the State Council issued the Decision on Accelerating the Development of Modern Vocational Education; then on June 3rd, President Yu Zhengsheng presided over the symposium of CPPCC To deepen the Integration of Production and Education and School-Enterprise Cooperation as well as Accelerate the Construction of Modern Vocational Education System; On June 16 th, Ministry of education; Development and Reform Commission, Ministry of Finance, Ministry of Human Resources and Social Security, Ministry of Agriculture, Poverty Alleviation Office of the State Council jointly issued the Construction Program for Modern Vocational Education System(2014-2020); from June 23 rd to 24 th, the State Council held the Third National Vocational Education work conference in Beijing; as a result,a series of breakthrough deployment and top development planning were brought into full play, which ushered in the right direction for the reform and development of vocational education.Higher vocational education is featured as dual attributes of both higher education and vocational education, it plays an important role more than ever before in terms of cultivating technically-skilled talents, promoting local economy, and constructing innovative cities. With the transitional development of national economy,the nature of labor and connotation of vocation has endured great changes,unceasing update of working technology and emerging new posts continue to forward,productive labor manifests increasingly innovative, the compound works that are characterized by interdisplines and multi-industries has doubled, the general talents that are cultivated by popularized models would fail to meet the needs of economic and social development, a large number of top-notch talents and high-quality labors are in keen demand. However, the cultivation of top-notch talents in higher vocational colleges is still at heuristic stage, which indicates there is no specific pattern to abide by. This paper mainly focuses on the concept and connotation of talents as well astop-notch talents as the starting point, to make an overall analysis of the status quo of talents cultivation of both domestic and international colleges; combining the traits,forms and regular patterns of talents cultivation in higher vocational colleges, to take the pattern of top-notch talents of Wuhan Polytechnic School of Mechanical and Electrical Engineering for example, building the pattern of cultivating top-notch talents in Higher Vocational Colleges from the aspects of target-positioning, studentsselection, teachers guarantee, teaching implementation and quality development,etc.This paper mainly aims at researching teachers and students who comprise the two principal subjectsfor the sake of accumulating experience and practice,continuously to deepen the integration of production and education, inter-school cooperation, meanwhile expand students' horizons, inspire students in multi-aspects,unceasingly promoting the spring-up of talents. At the same time, through theoretical research and analysis of cases will help to promote the cultivation of top-notch talents in higher vocational colleges, to accelerate the overflow of talents who are attributive with boasting high-quality, high technology and skillful techniques, only can this way provide talent guarantee for economic transitional strategies and social development.
