Along with the deepening of reform and opening up and rapid improvement of the level of the national economy,public demand for education,especially the increasing demand for quality education,and corresponding supply and a lack of education,education contradiction between supply and demand has become increasingly prominent.In the context of widening contradiction between supply and demand,education and public services is too low,the unequal distribution of education resources,lack of effective performance evaluation and the evaluation system of educational public service develop problems such as present.Therefore,it is imperative to promote education equalization of public services,narrow education supply distance between different regions,promoting the public education service fairness,laying a pervasive,equalization of public education service network has become the target of education enterprise in our country and important task.This paper,taking Guangzhou as an example,under the equalization of public service perspective,studies the education public service development in Guangzhou.Paper first to clear the education equalization of public service such as defining the related concept definition,and select the public choice theory,welfare economics theory,new public service theory and other education related theory of public service is expounded and analyzed.Second from the education equality of opportunity,equality of education process,education results equal three aspects study between different urban area of Guangzhou education status of equalization of public service,and from the aspects of different education public service supply main body,the private and public education status of equalization of public service.Data analysis shows that between different urban area of Guangzhou,between public and private schools are the problems of the non-uniform.This paper argues that education investment amount is not enough,the city,school of public service between financing gap is bigger,unfair education resource allocation and the lack of perfect education of public service mechanism of government performance evaluation and responsibility is important factors restricting the education the equalization of public services in Guangzhou.Aiming at the problems in education supply in Guangzhou,,this paper draw lessons from Japan,the United States,Britain,Finland and other countries in financial investment,promote the equalization of public service and the successful experience of regulation,the combination of this paper is based on public choice theory,welfare economics theory,and the theory of new public service theory Angle of view,put forward to promote the education equalization of public services in Guangzhou,should speed up the transformation of governmentfunction,innovation education public service supply mode,perfect the public finance system and perfecting education supervision and evaluation mechanism of policy recommendations.
