With the high-quality development of China's economy and the increasing improvement of people's living standards,more and more citizens begin to pay attention to education and the balance of education.China's "13th Five-Year Plan" proposes to promote the continuous improvement of the basic public service system,and steadily improve the level of equal access to basic public services.The equalization of basic public education service is an important part of the equalization of basic public service.The reform of education in the new era is faced with many challenges.To realize the equalization of basic public education services is an important step to promote the road of education modernization.This paper evaluates the basic public education services from the county level of Henan Province,studies the equalization of basic public education services,comprehensively and objectively evaluates the basic public education services of Henan Province,which is helpful to promote the development of the equalization of basic public education services of Henan Province.This paper first analyzes and compares the development status of basic public education services in Henan Province and its counties,and then has an overall understanding of the education development in Henan Province and its counties.After preliminary screening,A basic public education service index system covering preschool education,compulsory education,senior high school and special education is constructed from three dimensions of education environment,education resources and education quality.Secondly,according to the relevant data of counties in Henan Province from 2012 to 2019,The RAGA-PPC is used to evaluate the basic public education services in each county comprehensively,and the best projection value is put into Theil index to further analyze the equalization degree of basic public education services in Henan province and each county.The results show that :(1)There has been some progress in promoting education equality in all stages of Henan Province from 2012 to 2019,but efforts are still needed to further improve the level of education equality;(2)The basic public education service level shows an upward trend.The basic public education service level of the municipal district ranks relatively high,and the basic public education service level of the municipal county ranks relatively low.(3)The level of equal access to basic public education services has improved in all counties of Henan Province.The equalization degree of central Henan,eastern Henan,southern Henan and northern Henan fluctuated,while the equalization degree of western Henan decreased slightly.The equalization degree of eastern Henan was the lowest for a long time and the contribution rate of regional difference was the highest.From the perspective of sub-index dimension,the degree of equalization of educational environment is the lowest.In terms of educational stages,the equalization degree of secondary vocational education schools,ordinary high schools and special education is relatively low,and further,the equalization degree of non-compulsory education is relatively low.We put forward the following suggestions :(1)We should give priority to the development of education and improve the level of basic public education services.In particular,attention should be paid to improving the basic public education services in the counties under the jurisdiction of the city and in the eastern and southern areas of Henan.(2)Persisting in the coordinated development of education and promoting equal access to basic public education services.To plan the coordinated development of education within the region,pay attention to balance the basic public education service between the west and east of Henan;Coordinated development of different stages of education,on the basis of guaranteeing the equality of compulsory education,gradually began to tilt to the non-compulsory education stage;We will make overall plans for the coordinated development of educational investment,pay attention to the unequal educational environment,regulate the number of classes,and steadily increase educational funds.(3)Improve the basic public education service system and modernize the education governance system and capacity.
