With the significant enhancement of China's overall national strength and the improvement of people's living standards,the needs of the general public for the equalization of basic public education services have also increased significantly.The report of the 19 th National Congress of the Communist Party of China also pointed out that the development of education must be placed in an important and prominent position,and China's urban and rural compulsory education should be continuously integrated.This paper comprehensively and objectively evaluates China's basic public education services from the perspectives of basic public education service level evaluation,equalization measurement and efficiency studies,which is helpful to the development of equalization of basic public education services in China.First of all,based on the theoretical research of basic public education services at home and abroad,this paper summarizes the meaning of basic public education services and its equalization;Based on this,according to the current tasks of basic public education services in China,we will construct a basic public education service evaluation index system with compulsory education as the core and covering pre-school education and high school education from the four dimensions of education financial investment,education facility allocation,education teacher input and education service effectiveness.Secondly,based on the relevant index data of basic public education services in 31 provinces(municipalities,autonomous regions)of china in 2013-2017,a projection pursuit model based on genetic algorithm was used to comprehensively evaluate the basic public education service levels in each region;Furthermore,the Theil index is calculated based on the best projection values from the calculation,and the degree of equalization of basic public education services in the country and the region is measured and analyzed;Finally,the basic public education service efficiency evaluation index system is constructed,and the DEA-BCC model in the data envelopment analysis method is used to study the input-output efficiency of basic public education service in China.The results show that:(1)The level of basic public education services in China's 31 provinces increased from 2013 to 2017,but the two levels in each region are severely divided,with the eastern region is significantly higher than the western and central regions;(2)The degree of equalization of basic public education services between regions has increased year by year,and the degree of equalization in the eastern region is always lower than in the central and western regions;(3)The inequality of basic public education services in China is mainly caused by intra-regional differences,especially in the eastern region,and the degree of equalization among the three major regions is constantly increasing,but the degree of equalization within the region is showing a significant decline;(4)The input-output efficiency of basic public education services in various regions of China is generally not high.There are only 8 provinces and regions where DEA is effective and relatively effective,and there are no high-level and efficient provinces.Finally,the following suggestions are put forward for the research conclusions: First,strengthen the government's leading role,transform to a “public service” government,and realize the diversification of the supply of basic public education services;Second,improve the fiscal transfer payment system and provide solid financial protection for basic public education services;Third,improve the basic public education service system and the basic public education service management system;Fourth,coordinate the allocation of educational resources among regions,promote the sharing of educational resources,and establish a support mechanism.
