With the rapid development of urbanization,the scale of many cities in our country is constantly expanding,and the population of cities is increasing.At the same time,the expansion of the city has brought a series of problems such as ecological environment pollution,energy shortage and traffic congestion.At this moment,it is particularly important to build a sustainable and livable city.In the construction of livable cities,we not only need to pursue the comfort of ecological environment and convenient life,but also the vitality of urban economic development and the ability of technological innovation.In this way,the construction of a livable city can attract more talents,thereby promoting the accumulation of human capital in the city.However,from another aspect,the livability of cities may also have a restraining effect on the accumulation of human capital,because livability also often means loose and slow rhythms,which will not make cities lose their development potential and reduce the talent for talents.Cohesion? The research in this article helps answer this question.This article mainly starts from these three aspects: First,in terms of theoretical analysis,based on the clear definition of core concepts related to urban livability and human capital,the agglomeration effect of urban livability,human capital spillover effects,and urban livability Three aspects,such as requirements,analyze that the role of urban livability on human capital accumulation may be promoted or inhibited.Secondly,in terms of empirical analysis,the relevant data of 30 provincial capitals or municipalities other than Lhasa in China from 2012 to2017 were selected to establish a relevant index system for urban livability assessment and measurement of human capital accumulation.After systematically analyzing the current status of urban livability and human capital accumulation,the system GMM dynamic panel method was used to analyze the impact of urban livability on human capital accumulation.The results show that,at the national level,the role of city livability on the accumulation of urban human capital is positively promoted.In terms of regions,the impact of city livability on human capital accumulation in eastern cities is not significantly promoted,In the central and western cities,the two are mutually reinforcing.The empirical evidence also shows that urban livability,per capita education financial input,and human capital premium levels can all contribute to the accumulation of human capital levels.Third,in terms of countermeasures and suggestions,in light of the above empirical results and combined with the actual development of China’s cities,7 countermeasures and suggestions are proposed,namely,the government increases public education spending,provides preferential treatment for high-tech talents,and simplifies the administration of urban settlement Examination and approval procedures,cities in the central and western regions strive to develop their economies,the central and western regions must rationally allocate public resources and promote equalization of public services,eastern cities focus on green urban construction,improve urban living environment,and build safe cities. |
