At the beginning of this century,China's political system to ease the "low center of gravity" of the rural education pattern to integrate educational resources,improve the quality of education,promote education balance,in the basic education management system reform and rural population and other social background,Withdrawal point and school "strategy.In this regard,the "withdrawal point and school" as the starting point,through the system analysis,the use of field investigation,case studies and other methods can be seen:Mountainous countryside elementary school by urban and rural education policy benefits and education precise mechanism is not sound two main external factors for poverty alleviation and teacher allocation mechanism is not sound,lack of rigid management and local school courses "no localization" the three major internal factors,from clear difference point of its education resources allocation after junior high school,financial and material resources input low "less","quantity of high quality low dilemma" outstanding teachers configuration,resulting in mountainous countryside: high reliability parent-school relationship is damaged,frequent primary school teacher contradiction,poor elementary school spurt,social and cultural network is torn,serious and further solidified by the local social stratification.,based on "fair priority,focus on efficiency",based on the principle of management and economics,from a policy benefit,teacher allocation mechanism,school internal management,course construction,education precision etc.Put forward the corresponding improvement strategy for poverty alleviation,in order to improve the quality of mountainous rural primary school education,promoting education equilibrium,safeguard social justice.
