Social justice is one of the necessary condition to maintain the social harmony,education fair is formed the foundation of social justice,equality of education for all the families in the society,the social personnel training and social political and economic development have very important influence,more equitable education will promote the orderly flow between social strata,and sustainability stimulate the vitality of the development of society,but a lack of fairness in education development environment,the interaction and communication between various social strata will be slow or even stop,which would be easy to cause the contradiction between social class and confrontation,accordingly,the education fair will promote regional economic and political development,promote the social from all walks of life,promote the social and political democracy construction,the party and the government attaches great importance to education fair,and adopt a series of policies to guide and support,to ensure the realization of education fairness,this article is based on songyuan urban and rural compulsory education fair construction as an example,through the method of literature review,questionnaire survey method,interview method and other methods,and based on the theory of Coleman education equality of opportunity,saddam hussein,James fair education theory,education equality of opportunity theory of songyuan urban and rural compulsory education fair present situation and problem analysis.This paper from the current situation of rural education songyuan,songyuan the development of rural education,results analysis in three aspects: the songyuan urban and rural compulsory education fair,studies suggest that songyuan urban and rural compulsory education presents the basic running condition improved,teachers team construction is strengthened,the status of the education funds investment increase year by year,songyuan in further improving the urban and rural compulsory education fair degree,secondly on the basis of the investigation leading to songyuan urban and rural compulsory education fair question research.Think: after the songyuan urban and rural compulsory education in the process of development,based on the financial resources to supply different,national census register binary system influence,the causes for the inclination of policy formulation and implementation,to the opportunity of urban and rural students receiving compulsory education unfair,urban and rural compulsory education,urban and rural infrastructure construction unfair staffed and quality promotion unfair conditions of financial investment,urban and rural education unfairness problem,is proposed in this paper finally should get rid of the fetter of national census register binary system,security of urban and rural students receiving compulsory education fair chance;Based on the national policy,the national balance urban and rural compulsory education infrastructure construction;Build a unified system,faculty construction expand staffed proportion and quality promotion space;To optimize the financial resources supply,urban and rural education equalization of financial investment solutions.
