Readjustment of rural primary and secondary schools is an important part in deepening the reform of rural education. The aim is to dispose educational resources reasonably, make full use of it and improve the efficiency of running a school. Dismantling teaching point is good for people and the village . However, when it solved some old problems in the rural areas in Huhhot, it also brought a series of new problems.The main purpose of this paper is : to find out the reality and the developing situation of primary and secondary schools after dismantling teaching point in the rural areas in Hushed; to analyze the current situation of schools systematically and reflect the pros and cons of dismantling and combining of primary and secondary schools in the rural areas in Hushed ; and to explore how to deal with the problems need to solve in the process of dismantling teaching point .This paper use literature analysis, empirical research, content analysis and statistical analysis methods, it includes as follows:The investigation of the current situation of dismantling and combining of primary and secondary schools in rural areas in Hushed. It includes the basic situation of dismantling and combining of primary and secondary schools'teaching point in rural areas in Hushed from 2000 to 2007,the basic situation of dismantling and combining of primary schools in the rural areas in Hushed and the basic situation of dismantling and combining of secondary schools in the rural areas.The analysis of the current situation of dismantling teaching point and combing schools. Dismantling teaching point and combing schools has many advantages, at the same time ,it also brings some additional problems. The advantages are :prompting the educational development of Hushed; promoting the balanced development of compulsory education; it is useful for realize run a school reasonably and promote compulsory education totally in order to improve the quality of education and instruction. The disadvantages are: increasing the pressure on the local financial input; irrational distribution of educational resources, the infrastructure of most schools are sound ; there are tremendous waste in dealing the property in some schools; the teachers team is imbalance in structure, there aren't enough teachers; management of school becomes much more difficult, the school administrators and teachers'psychological pressure is increasing; the boarding system in rural areas is imperfect; farmers burden is increasing, the service radius is too long, and some students cant go to school in time or drop-out from school; it affects the physical and mental health of students; dismantling teaching point and combing schools made Cultural gaps in rural areas and deficiencies in labor resources.The suggestions of promoting the dismantling teaching point and combing schools. According to the actual situation, the suggestions are: dismantling teaching point should integrate funds, promote actively in light of local conditions, and combine the "boarding Project" and the "renovation of dilapidated buildings project," in order to ensure the building quality, and strengthen project management; deepen the reform of the school management system and the reform of the personnel system; handle the existing educational resources properly ,and make good use of the resources effectively; insist the policy of"people-oriented", and solve the safety problems of the school after the security issues to ensure the students learning and activities will not be affected; improving quality and promote the comprehensive quality education in rural areas so that to upgrade the quality of education and teaching; prevent the phenomenon of the students'drop-out from school; ideological work of farmers and teachers should be bone well .
