Research On The Problems Of Graduate Funding Policy In Jiangxi Province Under The View Of Public Policy

Public policy is a fundamental link between the government and society, through public policies, government can achieve the management of all areas of social affairs and cope with public issues effectively. graduate funding policies belong to the public policy, represented as various rewards and funding policies made by government to guarantee basic educational rights of graduates and motivate students to devote themselves to learning.In 2014, along with graduate education began to implement the charging policy, graduate funding policies also reformed. The research on the implementation of local graduate funding policies can better explore the policy implementation path, reach the policy goal, and provide theoretical contributions and practical contributions to policy decision makers and practitioners.This paper uses research methods including the literature research, questionnaire investigation and structured interviews.By analyzing graduate funding policies in Jiangxi Province,interpreting its values and policy content, we conduct field investigations of Implementation of graduate funding policy in Jiangxi Province based on the theory of Public Policy Process,Public Administration and Public Goods. The survey indicated that aimed groups' overall cognition to graduate funding policy of Jingxi Province are not high,and their satisfaction with it are not so good.From the view of public policy, there are following problems:first,The principle drawbacks of settled policy are that the allocated places of scholarship are limited and sorts of it are few.moreover,policy articles and rules are ambiguous,and the quota of assistants,assistants of management,research assistants and part-time instructors are limited.Second, The implementation of policies are ineffective which embodied in inadequate investment, poor propaganda,the positions of assistants,assistants of management,research assistants and part-time instructors did not give full play to the education function and poor communication of information. Third, the lack of policy evaluation and supervision are reflected as policy oversight body did not fully play its role and independent policy evaluation organization and accountability system are rare.To solve these problems, based on the public policy process theory,this paper put forward optimized path of graduate funding policies in Jiangxi Province from the aspect of policy-making process ?policy executing process?policy evaluating and monitoring process.Including expanding citizen participation, improving the policy text and implementing details, increasing scholarship species and quota allocation, increasing financial investment, strengthening funding policy publicizing, giving full play to the role of assistants,assistants of management,research assistants and part-time instructors,improving communication and feedback system, fully play the role of policy oversight bodies,improving policy evaluation organization and implementing the accountability system.
