The Research On Aid Policy For Chinese College Students

Nowadays higher education has become increasingly popular. People around the world attach great importance on how to ensure the students complete their education successfully. In China, the government tries to help students from poor families finish their education through related grant and scholarship policies, which is of great importance to the construction and development of our country. This also lays the fundamental premise for rejuvenating the country through science and technology. General Secretary Xi Jinping pointed out that we should vigorously promote fair education and improves the financial system to fund students with family difficulties at the Third Plenary Session of the 18 th CPC. With the theory of Marx as the guide, I study the funding system for university students with the unity method of history and logic. By analyzing China's funding policy in different periods, the paper finds out the progress gained in the development of government sponsored subsidy policy and the existing problems. The following conclusions are obtained: financial assistance policies for students in universities are increasingly perfected; there is continuous improvement in the amount of funding; ways of funding tend to be diversified; the total number of recipients increased, while the proportion of the total number is on the decline; the psychological problems of college students are serious; the integrity and honesty of students and parents from poor family need verifying; the posts for students to earn wages provided by universities are in short supply; the funding policy is not fully understood by needed students and parents because of poor publicity; counselors' sense of responsibility needs further cultivating, etc.In view of existing problems of subsidy policy system in China, the author puts forward the following countermeasures after in-depth research: make full use of the advanced experiences from foreign countries; improve financial investment from national and local government; encourage the enthusiasm of all walks of society to vary the channel of fund; arrange psychological counseling for students from poor families to help them build up self-confidence and solve practical problems after the admission; establish College Students' Integrity Management system; reduce the university logistics personnel to provide more posts for students to work to finance themselves; encourage governments at all levels and media to vigorously promote the funding policy to remote areas, especially mountainous areas; strengthen team construction for students funding and improve the counselors' sense of mission and responsibility.
