Due to the shift of elite education into mass education,education development dividend gradually spreads to every citizen.In order to promote education fairness and the development of secondary vocational education(including the mechanic education),the central government has issued a series of funding policy.Accordingly,Guangdong provincial government has established suitable implementation rules for secondary vocational education funding policy.Along with the application of those policies,preliminary result has been achieved.However,it is always said that theory should be integrated with practice.How is performance of the student funding policy implementation in secondary vocational college in Guangdong province,especially in private vocational college? Is there any deviation of policy implementation? What measures has to be taken to ensure the consistency of policy implementation with the original intention of policy maker? This paper focuses on the above content in actual case.A Private Vocational Technical College was founded in 2005 and granted full-time private vocational technical college by Human Resources and Social Security Department of Guangdong Province.Due to the great development,it has upgraded from ordinary vocational technical college to national key vocational technical college,senior vocational technical college and college of technician.Rewarded advanced units in the provincial and national private vocational education,A Private Vocational Technical College has won good reputation in the field of provincial private vocational technical education.Since 2007,the student funding policy has been implemented in A Private Vocational Technical College and more than 85% of students have benefited from it.On the basis of public policy process theory,this paper has occupied the mode of empirical approach in the analysis of A Private Vocational Technical College and conducted a questionnaire survey towards 1027 students extracted through random sampling.And many interviews have been arranged with concerning parties of funding policy implementation,including civil servant in administration centre of vocational technical education in Guangdong provincial department of human resources and social security,administration staff in A Private Vocational Technical College,student parents and teachers,which have composed elaborate feedback data about funding policies implementation on the basis of extensive research.By means of application of SPSS in the descriptive statistical analysis of collected data,the following positive results could identified,including the remarkable effect of funding policy implementation,the principal fulfillment security function,the initial establishment of corresponding specification,requirement and executive body,as well as executive process in A Private Vocational Technical College.However,the following issues have been identified in funding policy implementation in A Private Vocational Technical College,including insufficiency of propaganda of funding policy,deficiency of necessary feedback,inadequate coverage and effectiveness,irrationality of quota allocation,neglect of psychological health of funded students,loophole of filtration of eligible students and lack of specific operational fund or personnel,which have caused huge gap between the actual result and original goal,as well as the deviation in students funding policy implementation.On the basis of surveyed feedback data,this paper indicates that the solution to the above issue lies in the transforming from pure financial aid into assistance and cultivation,competency and qualification training schedule for concerning staff,the improvement of quota allocation and feedback mechanism,the enhance of propaganda,stabilization of financial support and executive effectiveness,continuous establishment and perfection of funding policy and relative legislation.Hopefully,the fulfilment of the above target and implement of specific measure will contribute to the promoting of policy implementation scientificity in Guangdong provincial private vocational technical colleges,as well as provide experiences and references for Guangdong provincial government departments in establishment of funding policy path and super supervision and regulatory mechanism.
