Human Housing Policy And Urban Human Capital Growth

Human capital is one of the basic factors to promote economic development.As China's economic development has entered a new normal,urban development is in urgent need of transformation and upgrading,and the demographic dividend continues to disappear,improving the level of urban human capital has increasingly become an indispensable option for accelerating urban development.In early 2017,China's second-tier cities took the lead in launching the "war for human resources" and the first-tier,third-tier and fourth-tier cities quickly followed up,and the talent housing policy was particularly prominent.Therefore,it is very important to correctly evaluate the impact of talent housing policy on the growth of urban human capital.First of all,this paper re-examines the affordable housing policy system,and makes a comparative analysis of the traditional affordable housing policy and talent housing policy,so as to define the concept and scope of talent housing policy.This paper discusses the motivation and purpose of talent housing policy implemented by local governments,and analyzes the mechanism of talent housing policy on the growth of urban human capital from the perspective of scale effect and quality effect.Secondly,this paper USES web crawler technology to retrieve the information of talent housing policy,adopts text quantitative analysis method to construct the variable index of talent housing policy intensity,and measures the total amount of urban human capital.Again,based on China's 70 large and medium-sized cities in 2003-2017 panel data,using dynamic panel model respectively,the empirical analysis of the "physical distribution","currency subsidy",the "other" three types of housing policies,and talents of housing policy efforts to increase human capital city impact test and the mechanism of the effects.Finally,in order to investigate the heterogeneity of the effects of talent housing policy,this paper also conducted heterogeneity analysis from three perspectives including region,time stage and city level,trying to compare the effects of talent housing policy from multiple dimensions.The main conclusions of this paper are as follows :(1)overall,the talent housing policy is conducive to promoting the growth of urban human capital,and the stronger the talent housing policy is,the stronger the promotion effect on urban human capital will be.(2)"physical rationing","monetary subsidy" and "other" three types of talent housing policies have significant positive effects on urban human capital.Among them,"physical rationing" housing policy has the best effect,followed by "monetary subsidy",and "other" housing policy has the worst effect.(3)in terms of time stage,the effect of talent housing policy from 2003 to 2010 is not obvious,while the effect of talent housing policy from 2011 to 2017 is obvious.(4)from the perspective of different regions,the policy effect of talent housing policy is significant in the eastern and central regions,but not obvious in the western regions.(5)in terms of city level,the talent housing policy effect of municipalities directly under the central government and provincial capitals is better than that of non-municipalities directly under the central government and non-provincial capitals.Based on the above empirical results,this paper argues that when promoting the talent housing policy,local governments should combine with the actual needs of local development,accurately orientate the talent target,formulate more diversified talent housing policies,introduce them in an orderly manner,and avoid blindly following suit.
