The Research Of Lin Sen Scholarship Of Public Expense's Oversea Studying

In February 1937,the Kuomintang Central Committee set up a scholarship named after Lin Sen who was the chairman of the Nanjing National Government.The official name of scholarship was Seven Rank Birthday Memorial Scholarship Fund of Lin Sen,it's called ‘Lin Sen Scholarship' for short and it consisted of two parts.This article focuses on the part of public expense for oversea studying of the scholarship.Lin Sen,as the president of the government,attached great importance to education.And he was also very concerned about the cause of studying abroad.It's the seventy birthday of Lin Sen when ‘Lin Sen Scholarship' was set up in 1937,and it was used to finance outstanding students.It's a way to celebrate the birthday for Lin Sen and commend him for his achievements.These were the reasons for the establishment of scholarship.It is a time of national crisis deepened when ‘Lin Sen Scholarship' was established and Japan launched an overall war of invading China.During this period,the Chinese production and life were severely destroyed,and the case of education,especially the study abroad was greatly affected with the number of students abroad reducing.Under this kind of situation,the Ministry of education of the Nanjing National Government set up ‘Lin Sen scholarship' and held two public expense examination of studying abroad.According to the formulation of the examination rules and methods,the first public expense examination of ‘Lin Sen Scholarship' established the examination committee,which carried on the test and deciding the enroll student who practiced in domestic first then was sent abroad.The second public expense examination of ‘Lin Sen Scholarship',according to the formulation of the examination methods,entrusted Tsinghua University to organize an examination.But the students who registered for the exam were not good enough,so the exam was rerun,finally the candidate was sent abroad.By comparing ‘Lin Sen Scholarship' with ‘Mu Ouchu Scholarship',they both were in the name of one government official in the Republic of China.And analyzing the similarities and differences between the two kinds of scholarships,can make clear the advantages and limitations of ‘Lin Sen Scholarship'.Firstly,this paper affirms the significance of ‘Lin Sen Scholarship' of public expense of oversea studying.The scholarship was groundbreaking and special in the history of modern education.Its implementation trained talents for the construction of our country.It had promoted the development of modern educational history.And it brought enlightenment for the development of current education.Secondly,this paper alsonotices that the number of the examinations and the students being sent are few,and the duration is short as well,so the effects of the scholarship are limited.Although its function and influence have been limited,it still has the value of research.‘Lin Sen Scholarship' was one of the highest level scholarships and the first scholarship in the name of one government official in the Republic of China.So it had special significance in modern Chinese history especially in the history of studying abroad.Unfortunately,there are few results of the scholars' research in view of the topic,and it are also simple introductions in the research papers and the monographs,no in-depth study.Study on ‘Lin Sen Scholarship' can be good for the study of the research of Lin Sen,and enrich the study of history of studying abroad.
