After Qing Dynasty period, Chinese modern universities drew on the experience of the western universities’system and academically transform from Four Department Disciplines to Eight Disciplines, to Seven Disciplines in the early Republic of China, to Eight Colleges System during the period of Nanjing National Government. Chinese universities changed from faculty to college, from category to faculty. This was the basic process of the college system in Republic of China.This university system was closely linked to the politics, economy and culture environment. The University Organization Statute was made by people who ever studied abroad, owning affluent teaching and managerial experiences. The statute accustomed the politics and economic demand, emphasized applied science, formed the basic college system of Nanjing National Government.The building of the system’s structure, represented state power and the sectarian strife in universities. After the statute, universities became multidisciplinary. The college system’s operation relied on the basic rules and regulations, manifested differences in every universities. In the micro aspect, because of identity tradition, Tsinghua University has conflict in the democracy and small coterie.According to the observations of Deans, we found that students ever studied in America played an important part. They owned the basic conditions to become a dean. Non institutional factor made them become a dean. The college system was abolished because of the regime change and resurge with economic development.
