In the situation of international talent competition,the number of oversea students,who intent to start a business or get a job,rises every year in China.The government advocates innovation and entrepreneurship of both domestic and foreign talents.Local governments such as Beijing and Shanghai have already promoted and implemented new talent-related policies to explore new possibilities of employment for oversea students.According to the labor market segmentation theory,the push-pull theory and the talent flow theory,I put forth a mechanism for oversea students' recruitment in China in order to push the national economy going forward.It can not only provide human resources for the country,but also help foreign students to immigrate successfully and give them guidance to obtain employment in China as well as the prospect of gaining status.I explore the necessity and feasibility of the recruitment of oversea students in China from both theoretical and practical perspective in this paper.Based on the discussion about the shortcomings of our government's current employment management about foreign students,I argue that the Chinese government needs to build a mechanism for recruitment of oversea students so as to solve existing problems.I observe and ponder over the new talent-related polices introduced in Beijing and Shanghai by way of literature review,comparative analysis and case study.I also analyze the possible problems in the course of the pilot reforms and list the pros and cons of existing policies by making comparison with the mechanism for the recruitment of oversea students in other countries.Finally I propose a mechanism for the recruitment of oversea students that suits China's national conditions.The mechanism proposed in this paper mainly involves the formulation and perfection of the legal basis,the determination and standardization of the criteria for the identification of talents,the granting of internships and employment rights for foreign students,the standardization of the management and application procedures of various types of visas,and the lowering of the difficulty for oversea students to obtain permanent residence rights.The regulation and division of responsibilities for possible legal issues have been dealt with beforehand.The establishment of the mechanism for the recruitment of oversea students in China can create a better legal and policy environment for China's strategy of reinvigorating China through human resource development.The operation of the mechanism calls for the joint efforts of the legislative departments,exit and entry administration of public security,foreign student groups,universities and enterprises.It also requires continuous improvement and revision in practice so as to enable talented oversea students in China to stay and work for our country.
