Research On Inclusive Policy Of Precise Poverty Alleviation In Southwest Minority Areas

In the process of poverty alleviation and development in China,ethnic minority areas have always been the focus and difficulty.Poverty alleviation task in southwest ethnic minority areas is more arduous because of its geographical location and ecological environment of the important strategic position,and has the special nature of multi-ethnic settlements.Nowadays,in the economic and social development,we should pay more attention to the realization of sustainable and inclusive development goals.So in fact,precision poverty alleviation is carried out under the guidance of inclusive development theory,and is the key to the realization of social inclusive development.Therefore,this paper takes the inclusive policy of poverty alleviation in the southwest minority areas as the object of study,and try to explore the inclusive poverty alleviation policy analysis framework on the basis of theoretical research.Then I tried to sort out the inclusive policies of the ethnic minority areas in southwest China and analyze their implementation effect.And then I analyzed the challenges of the implementation of precision poverty alleviation at this stage,and a case study was conducted in Liangshan.Finally,I put forward some suggestions on the improvement of the inclusive policy of poverty alleviation in the ethnic minority areas in southwest China,expecteing to provide some new ideas for the inclusive coordinated development of economic,social and ecological and the comprehensive and free development of people in the process of precision poverty alleviation in China's ethnic minority areas.This paper is based on the logic of literature research-theoretical analysis-comprehensive analysis-case analysis-policy improvement.The first chapter mainly introduces the research background and significance of this paper,the research situation at home and abroad,the specific methods,main contents,difficulties and possible innovations in the research.The second chapter defines the concepts involved in the article,and analyzes the intrinsic relationship between precision poverty alleviation and inclusive development,and expounds the theoretical basis and theoretical analysis framework of the inclusive policy of precision poverty alleviation.The third chapter is a comprehensive analysis of the inclusive policies of poverty alleviation in the southwest minority areas.This chapter first introduces the general situation of the ethnic minority areas in southwest China,and then combs the inclusive policies of poverty alleviation formulated by the central and local governments in the region.Finally,it analyzes the challenges faced by precision poverty alleviation in the implementation.It is pointed out that the implementation of the inclusive policy of poverty alleviation in the ethnic minority areas in southwest China has achieved remarkable results.However,the inclusiveness problem of economic and social development in the southwest minority areas is still obvious,and the development of social undertakings in the area is not keeping up with the economy growth,development opportunities and ability of the poverty groups is still limited,the contradiction between economic development and ecological environment protection is still obvious,and there are some other challenges.The fourth chapter chooses the Liangshan state of Sichuan province as the case study object,analyzes the poverty status and the multiple attribute of poverty in Liangshan state,introduces the present situation of the inclusive policy of poverty alleviation in the region,and point out that long-term mechanism for poverty reduction is not yet sound,poor people 's sense of self-responsibility is not strong,the management of poverty alleviation funds is not efficient and so on.On the basis of the previous challenges and the analysis of the problems,the fifth chapter puts forward the suggestions on the improvement of the inclusive policy of poverty alleviation in the minority areas of Southwest China.It is believed that in the next process of precise poverty alleviation,the economic policy and social policy structure should be optimized,to better promote economic and social coordinated and inclusive development.First of all,We must promote the long-term development of the economy through the scientific development plan,the development of ethnic characteristics industries in southwest China's,strengthen economic development funds and financial support and other means,only in this way we can create equal opportunities for participation,consolidate the material basis for poverty alleviation,and increase the economic income of the poor.At the same time,we should pay more attention to the development of social undertakings and promote the development ability of poverty-stricken areas and social equity.We should strengthen the infrastructure construction in poverty-stricken areas,pay more attention to the development of human resources,improve the social security system,so that poor groups have the ability to participate in the economic development process and contribute to the process and share the results.Finally,it is necessary to clarify the main function of the southwest minority areas,innovate and perfect the ecological compensation mechanism,pay more attention to the protection of the ecological environment and increase the coordination and sustainability of the economic and social development and ecological environment.
