Research On The Implementation Of The Policy Of Specialized Technical Talent Agglomeration In Zhuhai

Talent is the core of modern competition,agglomeration can promote agglomeration to obtain first development opportunities for talent,promote social,technological and economic aspects of sustainable development,therefore,talent agglomeration has a role can not be ignored.Zhuhai since the establishment of the special economic zones for thirty years,although has been more emphasis on the role of talent,also introduced a series of policies of talent agglomeration,but these years,talent agglomeration advantage is weakening,and the effect of talent aggregation is poor,resulting in the overall development of Zhuhai is relatively slow,and across the river,the same as the gap between Shenzhen a number of special economic zones is more and more big.Taking the agglomeration of professional and technical personnel in Zhuhai as an example,this paper analyzes the problems existing in the implementation of the policy of talent aggregation.The first chapter describes the practical significance for the development of Zhuhai's talent and the importance of talents,then puts forward the theoretical basis of the article,namely the process model theory of Smith policy implementation;the second chapter briefly describes the present situation of Zhuhai talent agglomeration,including the current situation and talent agglomeration policy;the third chapter analyzes Zhuhai city agglomeration policy implementation problems in professional and technical personnel;the fourth chapter uses the model of Smith policy implementation,from the policy factors,policy implementation,policy implementation of the main environmental factors and policy target groups involved four dimensions of a comprehensive analysis of the cause of the problem;the fifth chapter puts forward countermeasures of Zhuhai talent agglomeration policy implementation problems.
