With the dilution of the household registration system, increasing the mobility of talent, the talents trend of market allocation is becoming more evident. How to attract talent and retain qualified personnel has been a key factor in regional economic development. In resent years, Wujiang city has issued a lot of policies on introducing, training, developing talents. Although these policies have achieved some results, some other problems appear, and are restricted during economic development. We need to sum up these experiences when adjusting the economic structure and pushing economic development. Meanwhile, comparing to the other areas, we should continuously revise the implementation of personnel policies, and finally reach our target.This article aims to inspire the town-cities in enacting and amending policies in case of personnel flow.
