Promoted by the wave of economic globalization,the knowledge-based economy in today’s society has further developed,leading to more intense competition for regional talents.In order to effectively deal with this situation,more and more places have formulated corresponding talent policies according to the changes of the situation,and many preferential policies have been introduced in the fields of talent introduction and training,and various methods have been exhausted.To attract talent.In recent years,Luojiang District of Quanzhou City has seized the opportunity of development,accelerated the upgrading and transformation of traditional industries,and vigorously promoted the in-depth development of intelligent manufacturing industry.The development of talent team is very important to Luojiang.Therefore,in the new period of development,facing the complex social and economic environment,how to effectively play the talent policy and enhance the competitiveness of counties and districts,there is an urgent need for exploration and innovation.In recent years,Luojiang District has actively explored new measures to implement high-level talent policy,actively attracted talents to land,and helped to build a new ecological city in Luojiang,and achieved some results.This paper use Smith model to analyze the current situation and existing problems of the implementation of high-level talent policy in Luojiang District of Quanzhou City.Firstly,it elaborates the background and significance of this study,combs and analyses the current research situation in this field at home and abroad,and specifies the conceptual scope of talent,talent policy and policy implementation.Secondly,combined with the above analysis,through the methods of literature analysis and direct contact interviews,this paper makes an analysis and Study on the current situation of the implementation of the high-level talent policy in Luojiang District of Quanzhou City,and combs the problems existing in the high-level talent policy in Luojiang District of Quanzhou City,mainly the copying policy implementation,the dragging policy implementation and the incomplete policy.The deep-seated reasons behind the problems are analyzed,such as the imperfection of the policy itself,the inefficiency of the executing agencies,the incomplete understanding of the policy by the target groups and the unsatisfactory environment for the implementation of the policy.In view of the problems existing in the implementation of the high-level talent policy in Luojiang District of Quanzhou City,this paper takes the successful experience of the high-level talent policy in other parts of China as the starting point,draws lessons from the talent policy practice in Jiangyin,Jinjiang,Kunshan and other places,and combines with the local conditions of Luojiang District of Quanzhou City,from improving the policy content,strengthening the construction of the executing agencies themselves,doing a good job in communicating with the target groups and improving the government.The countermeasures and suggestions are put forward from four aspects,such as policy implementation environment.It is hoped that through the study on the implementation of the high-level talent policy in Luojiang District of Quanzhou City,this paper can provide reference for other regions to carry out high-level talent policy work in the future.
