With the economic globalization and the advent of the information age, theworld-wide universities and colleges are facing fierce market competition both fromdomestic and abroad. As the quality of higher education affects that of the talentsdeveloping level in the national construction, the quality of teacher troops not onlyaffects the talents' quality directly but also concerns a school's survival anddevelopment. The oversea returnees who teach in the universities and colleges are animportant talent group with unique advantages, they are playing a significant role in thenative educational career development. In order to construct qualified teachers and togive full play to the role of the oversea returnees in university career development, it isimperative to study on the evaluation index system and the possible factors about theoversea returnees due to limit relevant results at present.In order to make performance evaluation of the university teachers who areoversea returnees and to find out the possible factors, in the first place, the author adoptsthe Delphi method to construct the performance evaluation index system for theuniversity staff who study abroad in five dimensions such as teaching level, researchlevel, discipline construction, management level and social service based on relevantresults from domestic and abroad. In the second place, the author builds the multi-levelfuzzy comprehensive evaluation model to estimate the performance of the universities'teachers who are oversea returnees and then make case analysis based on the analytichierarchy process and fuzzy comprehensive evaluation. In the third place, On the basisof the above analysis, the author builds the multivariate linear regression model to dothe regression analysis by using the econometric method which regards the teachinglevel, scientific research level, discipline construction, management performance andsocial service of the university teachers as the independent variable before going abroad,and the total performance as the dependent variable after going abroad. Using of thegranger causality analysis method to do regression analysis and estimate the modelparameters, measureing each factor effect of the performance before the study for thetotal performance after backing country. The results show that the performance evaluation index system can be objective measure the differences of different teacherscontribution; College teachers before study in five dimensions condition andperformance and study for the fixed number of year after returning the totalperformance teachers have a significant influence and presence of clear quantityrelationship, It can be measured the influence condition in the first five dimensions forthe total performance after backing country. We can use time variable study abroadconstruction total quantity relationship between study abroad before and after. So wecan measure out clear the effect of the before the study the performance for the afterperformance.Based on the evaluative theory, the performance evaluation index system servesnot only profitable reference to the teachers' construction and the evaluativemanagement, but also provides certain significance both in theory and reality.According to Granger causality analysis and the experimental analysis of theeconometric model, the author finds out the relative factors of the performance of theoversea returnees and makes a good try to design a scientific and rational system onstudying abroad at public expense for the colleges and universities. This paper hascertain practical value.
